THE MINUTES OF THE SEVENTY-NINTH STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 25 February 1964 Present were: Mr. Harry A. Batten Mr. Richmond P. Miller Dr. Roy Franklin Nichols Mr. George K. Trautwein Mr. R. Norris Williams, II. Mr. Grant M. Simon, P.A.I.A., Chairman Also present: Mr. J. Edgar Durham, Deputy Director of Finance Mr. Oscar Goodstein, representing Commissioner Day Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Secretary Miss Constance F. Smith, Clerk II. Unless otherwise noted, all actions taken herein were the result of motions properly proposed, seconded and carried. Disregarding the usual order of business, the Chairman called the Meeting to order to re-organize the Commission. By unanimous acclaim, the Members called Mr. Simon to the Chair. It was agreed to dispense with a secretary appointed from the Members. The Chairman reappointed the two committees: Dr. Roy Franklin Nichols to be the continuing Chairman of the Historic Values Committee; Mr. George K. Trautwein, the continuing Chairman of the Architectural Committee, to which Mr. Simon appointed Mr. Richmond P. Miller, newly appointed Member by Mayor James H. J. Tate. Mr. Goodstein stated that Commissioner Charles G. Day had been notified by the Mayor's office that there will be one more Member appointed before the next Stated Meeting. The Chairman remarked that the Historical Commission now begins a new term; that it will be engaged, as in the past, in a program of education in history and architecture; and added that it will not be sunk in minutiae but will concern itself with larger issues, including the larger buildings deemed worthy of preservation. The Chairman then referred to an article in THE PHILADELPHIA INQUIRER by Hugh Scott, in which the preservation of historic buildings was attributed solely to the Old Philadelphia Development Corporation and the Redevelopment Authority, asking what could best be done to correct this error. It was agreed that the Commission should work closely with Mr. Joseph Chase of the City Representative's Office, giving him material to send to the newspapers. The Chairman delegated Dr. Tinkcom to work on this matter. THE MINUTES for the Meeting 28 January, 1964 were approved as circulated. REPORTS The Historic Values Committee - Dr. Roy Franklin Nichols, Chairman. Action arising from this report entailed the writing of three letters more [HANDWRITTEN NOTES: Top right corner: "Approved as read 3.31.64" [handwritten in cursive]] The Minutes 25 Feb., 1964 Page 3 OLD BUSINESS continued Sixth and Walnut Streets, was deemed to be beyond the jurisdiction of the Historical Commission unless the question came directly from the Pennsylvania Historical & Museum Commission in Harrisburg. No action was taken, therefore. There being no further business the Meeting was adjourned at five o'clock.
