MINUTES OF THE 127th STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 24 June 1969 Present were: John B. Kelly, Jr., Councilman-at-Large Richmond P. Miller John Taxin Charles R. Tinkcom, Historian Mrs. Charles J. Maurer, Secretary Unless otherwise noted, all actions taken herein are the result of motions properly made, seconded and carried. THE MINUTES of the 27 May 1969 Stated Meeting were approved as circulated with one correction regarding the minute on Fort Mifflin. This was approved. REPORTS Historical Values Committee, Dr. Roy Franklin Nichols, Chairman. Approval was given for the certification of 731 Spruce Street; 421, 427 and 431 Chestnut Street. It was agreed that the request from the owner of 9647 Pine Road be held in abeyance, pending further study. This Report was approved and directed to be filed with the official copies of the Minutes. Architectural Committee, Mr. John F. Lloyd, Acting Chairman. The secretary was asked to read the Report on action taken at that meeting. It was agreed that the Commission support the owner of 523 Cypress Street before a hearing of the Zoning Board of Adjustment, which recommends the demo- lition of this building. The Architectural Committee's unanimous disapproval of the proposal to demolish 1622 Locust Street was endorsed by the Commission. The Report was approved and directed to be filed with the official copies of the Minutes. The Commission's Activities, Dr. Margaret B. Tinkcom, Historian. Mr. Kelly remarked, in connection with the report on the proposal to move Cannon Ball House to the vicinity of Fort Mifflin, that his firm had also been asked for an opinion. Dr. Tinkcom's Report was approved with commenda- tion and directed to be filed. OLD BUSINESS The Historical American Buildings Survey Catalogue. Mr. Tyson reported that about four hundred dollars more remain to be secured of the estimated $3,000 required to print this catalogue. Dr. Tinkcom reported that Mr. James Massey, Director of HABS stated that editing of the Catalogue is programmed to begin in July 1969. It was reported that the Historical Commission had requested action from the Departments of Licenses and Inspections to stop the demolition of this certified build- ing, then in progress without a permit. A use for this building is now being sought. Mr. Kelly suggested that the Police Athletic League might be interested. This suggestion will be followed and meanwhile the demolition permit will be held for the legal period of six months. 6505 Germantown Avenue. Dr. Tinkcorn reported that the Germantown Historical Society would like to install a Cyclone fence on the Upsal Street side of this certified property. Mr. Tyson made the motion that this be approved. It was seconded and carried. Archaeological Institute proposed. Dr. Tinkcorn reported that Dr. John Cotter, Regional Archaeologist for the National Park Service had suggested that the Philadelphia Historical Commission sponsor such an institute. After investigating how a similar one in South Carolina was administered, Dr. Tinkcorn suggested that, if Philadelphia is to have such an institute, it ought to be an adjunct to the University of Pennsylvania Museum or to the American Philosophical Society. After some discussion, it was decided that the Commission is not equipped to sponsor such an institute and—— Dr. Tinkcorn was asked to tell Dr. Cotter that the Commission approved the idea but believes it should have academic orientation rather than that of the City. The Commission would, of course, hope to cooperate. Date of the next Stated Meeting. It was approved that the July and August meetings be omitted, unless called by The Chair. Mr. Kelly raised the question of the name of the new stadium. The Commission was of the opinion that the new stadium should have a historically related name. "Quaker City Stadium" was one suggestion that met with approval. There being no further business, the meeting was adjourned at 4:30 P. M. Mr. Miller presided in the absence of the Chairman.
