Sherwin Rochlis, RA and Mr. Silverman explained to the Architectural Committee the proposal of the Phillippian Baptist Church to build an apartment house for the elderly on this site. The plans, as drawn by Mr. Rochlis, the Architect, would require the razing of two historically certified structures and the construction of a four story apartment building with parking in the front and the rear. It was noted that one building is now vacant. Mr. Rochlis explained that the existing structures are not economically suited for this use and that it would be difficult to use the acreage available to its fullest advantage without removing the standing buildings. The Committee suggested that, if the parking lots were placed in a different location, one, if not both certified buildings might be retained and a new, connecting structure added. A practical use for the old buildings, such as a lounge, social room etc., would add interest and a sense of neighborhood to the newly constructed apartment units. The architect and the owner agreed to study the proposal if the Commission did not oppose their request for certification at a hearing before the Zoning Board of Adjudgement. It was finally agreed that the Philadelphia Historical Commission would not oppose the owner's application to the Zoning Board of Adjudgement for the certification of use with the expectation that a feasibility study will be carried out to determine whether the two existing buildings can be incorporated into the church's plan for this site. It is the Committee's understanding that every conceivable effort will be made to save either, both, or at least one of the two historically certified buildings on E. Logan Street. It was noted that the windows and door on the first floor are out of scale with the rest of the building and should be taller with the top of the doorway reading almost to the belt course. 930 Spruce Street. Caccese Koumjian Associates, Architects. Approved, subject to all Building Code requirements. It is recommended that the old details be carried out for the continuation of the iron fence if economically possible. Church of the Holy Trinity, 19th & Walnut Streets. William Heyl Thompson, AIA, Architect. The Committee recommends that the finials on the tower be replaced with cast stone to match those existing in style and color. 704 Pine Street (rear addition only), Fruchtbaum and Maitin, Architects. Approved. RESUBMISSIONS 229 S. Sixth Street. Carlos R. S. Smith, RA. Approved with the suggestion that the "D" window in the gable wall be eliminated and that the dimensions of the new windows on the first floor match the one existing original opening. 235 S. Seventh Street. William Leatherbee, RA. Approved. 253 S. Quince Street. S. Fred Carbone, AIA. It is recommended that all existing fabric be repaired, where possible, and replaced if necessary. The top of the frontispiece over the door should be removed and replaced by a flat top pediment. 529 Pine Street. George Cosco, AIA. The Committee approved the architect's request to block up the rear door of this certified building.

The owner's request to roughcast the gable wall was approved. 264 S. Ninth Street. Miss Elizabeth Nesbitt, Owner. The Committee agreed to allow the rear chimney to be removed. 141-143 N. Fourth Street. A request for a loading platform door was approved. 135 N. Fourth Street. Oriana Development Corp. requested reopening of cellar entrance. This was approved. 322 Race Street, Old First Reformed Church. Mr. Owen L. Fox. The Committee was pleased that the flag pole from the Betsy Ross House garden will be installed in that of Old First. The erection of a simple fence was also approved. It should have one bar, not two as originally proposed, and with smaller points. It was suggested that this be constructed of wrought iron rather than steel. PLAQUES REQUESTED 2014 DeLancey Place. Approved 222-224 Monroe Street. Clarion Street. A plaque could not be awarded to this house since storm doors and storm windows are not permissible on certified buildings. An Award of Merit will gladly be given to the owner. 345 S. Eighteenth Street. Until shutters are hung and air conditioning units are removed from sight, a plaque cannot be awarded to this building. An Award of Merit was approved. 6 Loxley Court. Approved.
