MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE, JUNE 25, 1962 Present were: Mr. George K. Trautwein, Chairman Mr. R. Norris Williams, II. Mr. Charles E. Peterson Also present: Mr. John F. Lloyd, Redevelopment Authority Mr. Joseph B. Townsend, Jr., OPDC Mr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Secretary SUBMISSIONS 115-117 Pine Street. Mr. Trautwein and Dr. Tinkcom viewed these two buildings with Mr. Lloyd and believe them to be most difficult to restore; they recommend approval to demolish. Mr. Peterson did not concur. 312 S. American Street. The plans were approved. 262 S. Third Street. It was recommended that there be no shutters on the front, since the survey calls for interior shutters only. There may be shutters on the back windows. The designer is to be requested to study the insurance survey before submitting a second drawing. Approval is pending. 226 South Fourth Street. It is recommended that the roof be designed to slip; that the voussoirε be omitted; that the cornice be simplified to resemble that on 218-220 S. Fourth Street. It is also recommended that the present doorway be retained; that the architect follow the directive of the Redevelopment Authority's specifications in regard to the second storey windows, viewing those of 530 Spruce. He is also to be asked to consider the possibility of designing a full balcony, resembling that which was on the house to the south of the Athenaeum, of which the Commission has photographs. It was pointed out that the architect did not appear to have used any part of the specifications set forth by the Redevelopment Authority, most details of which the Commission's information leads it to uphold. 229 Spruce Street. It was recommended that the architect be congratulated on his effort in the preliminary plans submitted. It is suggested that before any work be done, the stucco be removed from the eastern facade in order to study the brick. It is recommended that the balustrade be designed with a sloping roof; that a squarehead front door be designed, with simple transom, rather than the submitted archhead and fanlight. It is further recommended that the cornice have less projection; that it return properly, front and back. Another drawing is required. The Committee questioned the architect's use of the word "rebuild" in his letter of transmittal. The Secretary was directed to ascertain his intentions. 509 Spruce Street. It was recommended that

is further recommended that the cornice have less projection; that it return properly, front and back. Another drawing is required. The Committee questioned the architect's use of the word "rebuild" in his letter of transmittal. The Secretary was directed to ascertain his intentions. 509 Spruce Street. It was recommended that plans as submitted be approved, but that it be strongly recommended that the architect be given an option to resubmit plans containing the following points: The large window of the type characteristic of Robert Mills would then have a revealed, not a blank front frame; shutters, to be correct for the Neo Greek period should SUBMISSIONS (509 Spruce Street continued) be Venetian. It was agreed that these recommended changes in the presentation be made a part of the record, even though the Committee can see merit in allowing the work to copy that of 511 Spruce, twin to the building under discussion. 204 Cypress Street. It was recommended that attention be drawn to the fact that the windows ought to be 9/9, but since the sash presently containing 6/6 is newly installed, these may be allowed to remain for the present,(during the ownership of the present owner). To qualify for a plaque, however, the change will be required and the present frontispiece corrected to match that of 506 Cypress Street, now restored. Meanwhile the submission is approved and the work may proceed, with these recommendations written into the record. 600 Pine Street. The owner's request for a cellar bulkhead and a cellar window, transmitted by word of mouth, is not clear. A drawing of these details is required. However, the owner may install an aid conditioner beneath the only window in his bedroom. It must be flush with the wall and as inconspicuous as possible. 240 South 12th Street. It is recommended that approval of the submission be given as a partial restoration. Unless the cornice is to be changed for one appropriate to the period, it does not qualify for a plaque. 321-323 S. Iseminger Street. It was recommended that the Commission withhold comment on the proposed interior changes which will make these two houses into one. If the owner intends to make the exterior changes he mentions in his letter, front and rear elevations will be required. 1018 Waverly Street. It was recommended that the Commission state that it will not disapprove the proposed increases in floor area

which will make these two houses into one. If the owner intends to make the exterior changes he mentions in his letter, front and rear elevations will be required. 1018 Waverly Street. It was recommended that the Commission state that it will not disapprove the proposed increases in floor area at the rear, if the Zoning Board of Review allows the owner to build the proposed addition, which will not be visible from the street. It is understood that no change will be made to the facade or to the present roof line. 1016 PineStreet. It was recommended that the architect be advised that the Commission likes his presentation. As treatment of this store front sets a precedent to be followed in future restoration or rehabilitations of certified buildings in the area known as Washington Square West, where antique shops will be permitted to remain, it is recommended that a shop front of the 1812 period be designed, since 1016 Pine Street was erected that year. The architect is to be asked to view recently acquired photographs of an early shop fronts, which he may study in this office and thereafter submit a new drawing. 228 S. Jessup Street. It was approved that the owner be allowed to replace two rotted beams at once, as he has been cited for violation of the Building and Housing Codes for not having repaired them earlier. Plaques Requested: 528 Delancey Street. The owner writes to say the work is completed. Mr. Lloyd agreed to view the restoration and give his opinion on the matter. The Committee expressed approval of "STANDARDS FOR SIDEWALK PAVING" prepared by the Redevelopment Authority. The Meeting was adjourned at 5:20 P. M. Respectfully submitted George K. Trautwein, Chairman [HANDWRITTEN NOTES: 1.
