MINUTES OF THE 213th STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 5 May 1977 F. Otto Haas, Chairman Present: F. Otto Haas, Chairman of the Commission Janet S. Levy, A.I.A., Architectural Advisor to the Commission David Rosenthal, Esq., Assistant City Solicitor, Law Department Richard Tyler, Historian Patricia Siemiakuwski, Executive Assistant to the Chairman Unless otherwise noted, all action taken herein is the result of motions correctly made, seconded and carried. THE MINUTES of the Stated Meeting, 7 April 1977, were approved and directed to be filed. REPORTS The Report of the Architectural Committee for 20 April 1977 was reviewed. Mr. Levy suggested that the report be amended to refuse granting a plaque to the Curtis Institute buildings situated at 231-33-35 South 18th Street since a subsequent inspection of the buildings revealed air conditioning units projecting from the windows. The report was approved, as amended, and directed to be filed with the official copy of the Minutes. Recommendations by the Staff for the Certification of Buildings. Richard Tyler, Historian. The Commission agreed to certify the Smith Memorial Playhouse located at 33rd and Oxford Streets in Fairmount Park at the request of Ursacher N. Bowers, Executive Director of the Smith Memorial Playgrounds and Playhouses. The Commission agreed to the ratification of the certification of the following buildings within the Old City Historic District: 35 South Third Street 41 South Third Street 43 South Third Street 45 South Third Street 14 South Third Street 16 South Third Street 18 South Third Street 20 South Third Street [HANDWRITTEN NOTES: Top left corner: small curved line or mark (possibly a binding mark or archival notation) Top right area: very faint marks or notation (illegible)] MINUTES 5 May 1977 The following buildings were removed from the administrative list: 1 through 11 1/2 South Third Street 13 South Third Street 15 South Third Street 17 South Third Street 47 South Third Street 49 South Third Street Following the review of the above buildings, questions concerning certification within the Old City Historic District and the importance of these buildings as part of the district were raised by the Commission members. Dr. Tyler suggested that a review of certification criteria and procedures be considered at the Commission's June meeting prior to continuing with the Old City Survey. Report on Historical

Report on Historical Commission Staff Activities for the month of April, Richard Tyler, Historian. Dr. Tyler's report was approved and directed to be filed with the official copy of the Minutes. NEW BUSINESS Bartram House Renovations, Richard Tyler, Historian. Dr. Tyler asked for the Commission's endorsement of a proposed study of the Bartram House and gardens. A determination of affect on the property had been requested by the Delaware Valley Regional Planning Commission. The Commission agreed to endorse this project.
