Tinkcom, Historian Patricia Skladnikewski, Executive Assistant to the Chairman Mrs. Joseph Regal, Project Administrator, Philadelphia Redevelopment Authority Guests: Mr. George Borovsky to present to the Committee members his proposals for the 51 North Second Street and other buildings in the Old City Historic District. Mr. Jaray Quasar, Architect, and Mr. Patrick Dushi, Owner, to explain their proposed alterations to 2025 Wallace Street. Messrs. Wm. Sioan, Holdsbrand, and Allessandro regarding proposed alterations to, or possibly, the demolition of, 910 Market Street. SUBMISSIONS Old City Presentation, 51 North Second Street, Mr. George Borovsky, Architect- Planner. Mr. Borovsky's project, to renovate various lofts in the Old City Area, specifically 51 North Second Street, was introduced to the Committee members by a slide presentation. A letter will be sent to the Chairman of the Zoning Board of Adjustment endorsing Mr. Borovsky's planned use for 51 North Second Street in the hope that such action will help to introduce into this and other buildings in the area new and vital uses. 2025 Wallace Street, Curtis C. Kubiak, R.A. A matter of Mr. Kubiak's staff explained to the Committee his proposed alterations to Mr. Dushi's home at 2025 Wallace Street. This submission was approved. 901 Clinton Street, Richard Harakoviris, R.A. The Committee requested that the upper floor shutters match those found at 903 Clinton Street. Also a more appropriate detail for the first floor panel shutters is required. (Please see Mr. Magaziner's correction of Mr. Harakoviris's drawing.) 1024 Waverly Street; Fred Remkea, R.A. Approved. Girard College, Harrack Field House, Edward J. Kelly, Chief Engineer. The Committee insisted on the retention of the whole main entrance as it presently appears with the recommendation that it be double glazed. The openings at the lowest level of the building may be filled with glass block so long as the stone joint lines are retained. All doors at this level must be solid with a small light in each, if necessary, and panic hardware on the interior. This submission seemed to be inaccurately drawn and it is recommended that the building be resurveyed for proper dimensions. It is further recommended that the submission show all window sash to be four over four. If possible, restoration of the second floor balcony is recommended. DEMOLITIONS 310 Market Street. The Messrs. Wren, Slocum, Hildebrand, and Allesandro presented to the Architectural Committee their plan for altering the building at 310 Market Street and the adjoining one at 308 for use by the Girard Bank as one of their branch offices. The bank asked permission to demolish 310 Market Street since the cost of restoring this fine early building is prohibitive since only the first two floors would be utilized. It was suggested by the Committee that the upper three floors of 310 Market Street might be removed and the adjoining building at 308 rehabilitated to match that at 310. Dr. Eichhorn suggested that the cost front area be removed from 128 South Second Street and be considered for reuse at 308. The man agreed to restudy their plan with the Committee's recommendations in mind and to resubmit their proposals as soon as possible. 426 Pine Street (not certified). Request from the Redevelopment Authority. Since the Committee could find no architectural merit in the existing building it was approved for demolition. PLAQUES 506 Spruce Street. The Committee will be glad to award a plaque to this historically certified building as soon as the doorway lantern is removed.
