Mr. Hughes Kauffman, A.I.A. and his associates, Mr. Beaumont and Mr. Stoltzer, concerning the Crescent Boat Club (#5 Boat House Row). Mr. William Way, Philadelphia Redevelopment Authority with associate staff members, Richard Malone and Fred DePaolo, to request the demolition of a number of buildings in Washington Square West. Also in attendance was Mr. John Lloyd, Architect for the developer of Parcel No. 4. SUBMISSIONS Crescent Boat Club (#5 Boat House Row), Hughes Cuffman, Architect. Mr. Cuffman presented to the Committee his preliminary proposal for the rehabilitation of the Crescent Boat Club building for use by the U. S. Rowing Society as a women's boathouse and Women's National Rowing Center. The plan, as presented, proposes the modernization of the existing building and the construction of a new deck at the second floor level. Mr. Cuffman explained to the Committee the prohibitive cost of restoring the old building to its original condition and the need of the Society to alter the existing accommodations and to protect the recently rehabilitated adjoining structure from damage caused by the continuing deterioration of the old Crescent Clubhouse. After some discussion, the Committee agreed to ask for a resubmission of this proposal. The architect was advised to prepare a rehabilitation plan which would reflect the rhythm of the existing building and retain its basic character. City Tavern, Second and Walnut Streets, John Dickey, Architect. This proposal for the reconstruction of the Old City Tavern was approved as presented. 139 Elfreth's Alley, DiGIORGIO/KIRKBRIDE. Approved. 419 South Third Street, VOLIMER/KNOWLES. The architect will be asked to submit to the Committee an accurately measured elevation. 25 Summit Street, David Polk, Architect. The plan for the construction of a wood deck at the rear of this building was approved. Beaumont, Architect. This submission for the rehabilitation of the first floor only was approved with the recommendation that the owner install a flush panel garage door. 116 Catharine Street, Carlos Smith, Architect. The architect will be asked to consult with the Commission staff concerning the proper restoration of this building. RESUBMISSIONS 1623 Rowan Street (rehabilitation), Redevelopment Authority. The Authority's revised plan follows the Committee's prior recommendations and is approved. 328 Queen Street, Nick Chimes, Architect. The Committee reviewed the architect's proposal to rebuild the front of this structure and agreed to ask for a restudy of the plan. It is recommended that the new front be in keeping with the character of the existing building and that a cornice be installed along the roof line of the proposed new front. A composite elevation of the proposed new front showing its relationship to the adjoining structures is required. PROBLEMS 1113-25 Pine Street, David Traub, Architect. Mr. Traub related to the Committee the requirement of the Washington Square West Project Area Committee and the Philadelphia Redevelopment Authority that his client hang shutters on the building at 1113-25 Pine Street. It was the opinion of the Committee that the retention of the tower precluded the hanging of shutters on this structure and that a letter should be sent to the Philadelphia Redevelopment Authority expressing this opinion. St. Nicholas Greek Russian Orthodox Church, L. Charles Scipione, Architect. Mr. Tyler reported to the Committee Father Boriek's recent request for approval of a building permit application allowing the stuccoing of the church building and the installation of new doors. The staff, of course, refused to sign as per the Committee's previous decision on this matter. At the request of Mr. Forman of the Mayor's Office the matter was again brought before the Committee for review and a decision reached. The Committee agreed to allow the church to cover with wire mesh and stucco the sides and rear of the building. However, approval for this cannot be given until a drawing is presented for review. Also, the lower half of the center door can be rebuilt with two fixed side panels and a pair of out-swinging doors in the center. If

The architect's request to place a transcom over the American Street door, as new exisiting evidence, was approved. The Committee will also allow the hanging of second floor shutters for security purposes. 210 Spruce Street (garden wall), A. DeRoy Mark, Architect. Approved. 705-08 South Front Street. The Committee agreed to concur with Mr. Pedersen's recommendations for the restoration of these buildings. 236 South Seventh Street. The Committee agreed to the proposed alterations as outlined in the owner's letter of 9 May 1974. Haviland Paneling. The problem of finding a repository for the Haviland paneling was presented to the Committee for consideration. It was agreed that the Commission would offer the paneling to the Art Museum. If a repository cannot be found, it was suggested that Commissioner Silver be asked to store the paneling temporarily. DEMOLITIONS Washington Square West, Philadelphia Redevelopment Authority Requests Parcel No. 4 The request for demolitions in Parcel No. 4 was reviewed 808-810 Walnut Street and reluctantly approved. 830-832 Walnut Street 206 South Eighth Street Parcel No. 10 The Committee strongly urged the preservation of this last 228 South Ninth Street remaining Franklin Row building. It is recommended that this structure be retained and marketed for rehabilitation. Parcel No. 107 The Committee agreed to allow these demolitions. 519 to 527 South Eighth Street 722 to 734 Rodman Street 1022 Rodman Street Approved. Request for demolition by the Gross Realty Company 517 South Eighth Street This request was also reluctantly 730 Rodman Street approved. 535 to 539 Iseminger Street 536 to 540 Iseminger Street ARCHITECTURAL COMMITTEE 4 14 May 1974 PLAQUES 1015 Clinton Street. Shutters must be hung at the upper stories and another photograph submitted before a plaque can be awarded to this building. 536 Delancey Street. Approved. 397 South Seventh Street.
