MINUTES Architectural Committee 25 October '62 Present were: Mr. George K. Trautwein, Chairman Mr. Charles E. Peterson Mr. John F. Lloyd for the Redevelopment Authority Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Neurer, Secretary Mr. Joseph B. Townsend, Jr., studied the submissions on Thursday, being unable to attend Friday's meeting. SUBMISSIONS 217 Spruce Street. The use of the iron gate at the entrance to the alley is approved, if it be hung immediately behind the present wooden gate, which, when open will allow the iron gate to swing shut and lock against the present gate. Thus, the new gate, out of period with the house, will be invisible when the wooden gate is closed. 425 Spruce Street. The drawing for the facade is approved with the following recommendations: The 1794 survey mentions "a pedi- m ment with pilasters". The architect is to be urged to study photographs in the Commission's office and to view the Bishop White and Bloodgood houses to see if paint remains around the doorway of 425 to see if a scar of frontispiece remains. It is further recommended that he compare glass sizes in the three surveys, 1794, 1803 and 1824 with his own glass sizes as there is a discrepancy among them. It shall be pointed out that William Williams who built the house, was one of the outstanding builder- architects of the late 18th century and that an accurate restoration will add to the distinction of this important building. 504 Spruce Street. The submission is approved with the recom- mendation that the fanlight be made slightly more elaborate with the addition of lines or scallops between the dividing muntins. The architect shall be asked to check the upper windows to see if there be any hardware for hanging shutters. It shall be suggested that if outside inside shutters exist, the outside shutters will undoubtedly be slatted. If there is no evidence of these details, the omission of shutters in the drawing is correct. 620 Spruce Street. Drawings for interior alterations are approved. 1219 Waverly Street. The submission is rejected. No change in ex- terior details, if original, shall be permitted; interior changes may be made with complete liberty, if they conform with the Code. PLAQUES 8840 Germantown Avenue. Approved. Plaque 127 to be assigned. 7402 Germantown Avenue. Denied until the building is restored. 1815 N. Roman Catholic Church. Denied until cornice and windows

The Meeting was adjourned at 5:15 P. M. Respectfully submitted...... ADDENDUM Mr. Lloyd reported on the proposed restoration of 229 Spruce Street, for which plans have been approved. Mr. Stoloff, the new owner, has received bids ranging from $52,000 to $88,000 - far beyond his resources. Since the date to which the building was to have been re- stored is arbitrary, due to lack of explicit data, the Redevelopment Authority may ask the Historical Commission whether a later date than that indicated on the approved plans would be acceptable. It was agreed that the Historical Commission would keep an open mind on this point when it reviews the next set of drawings which may preserve the present mansard roof.
