Charles Jackson, Philadelphia Redevelopment Authority, to present for review rehabilitation specifications for the 2100 block of Bainbridge Street. Jerry Clawson, Architect, to present his resubmission for alterations to the building situate at 1238 Pine Street. SUBMISSIONS Franklin Institute, Boyer and Fredley, Architects. Richard Meyer and Thomas Hartline presented to the Architectural Committee their long range proposals for the completion of the Franklin Institute Museum. At this point, however, they asked for permission to renovate only the room situate to the left of Franklin Hall. The room will be converted back to its original condition as an exhibition hall although temporary offices will be provided. Approval of this project is recommended to the Board. Solitude, John Lloyd, Architect. Mr. Lloyd's working drawings and specifications were reviewed by the Committee. Approval is recommended. 506 South Fourth Street. The owner's request for permission to make a number of alterations to this building was reviewed by the Committee. It was agreed that the building should be completely restored and that the owner be referred to the Architects' Workshop for assistance in the preparation of measured drawings. Northwest corner Second and Stamper Streets, Hugh Zimmer, Architect. The Committee agreed to allow the introduction of two windows into the first floor gable wall of this building. The fabric behind the shutters must be masonry and not glass as proposed by the tenant. Also, to allow use of the window as a service opening, the Committee recommended lengthening the window by adding an additional row of lights. This will make the window six over nine lights - similar to the second floor windows at 100 South Second Street (Pine Street elevation). Approval is recommended for the complete restoration of these two buildings. 108 Kenilworth Street (window detail), John Czarnowski, Architect. The window and shutter elevation are acceptable to the Committee. The staff will provide the architect with profiles of the moldings. 230 South Penn Street, Hugh Zimmers, Architect. The architect's plan to construct a blind alley addition to the building is recommended for approval. The Committee noted, however, that the building would not be eligible for a plaque. Bourse Building, Fifth and Chestnut Streets, Ewing, Cole, Erdman, Riggs, Cherry, Parky, Architects. The Committee recommends approval of the firm's plan to alter a section of the first floor of this building for use by the International Press Club. 735 Spruce Street. The owner's request to stucco the entire building, excluding the front facade, was reviewed by the Committee. Approval of this request is recommended. 1238 Pine Street, Curtis Kubiak and Jerry Clawaon, Architects. Mr. Clawaon presented his resubmission for alterations to this building to the Committee. Approval is recommended. Since the proposed alterations do not constitute a full restoration, the building will not be eligible for a plaque. 319 Pine Street, Sheikloeslami-Kaching Partnership. The Committee reviewed the proposal for the introduction of windows into the gable wall of this building and recommended a change in the plan. The existing window at the second floor should be retained and an additional window installed directly under it. Another vertical row of three windows, one on each floor, can be introduced into the gable wall, at the center line, if so desired. Finally, the Committee agreed that the design on the rear of the building was not compatible with the neighborhood and asked that the architect restudy his proposal for that elevation. A resubmission is required. Memorial Hall, Geddes, Brecher, Qualls, Cunningham, Architects. The Committee recommends the approval of this project for the cleaning and repairing of the existing building. 1802 Delaware Street. The owner's request to install new windows on the Panama Street elevation of this building was reviewed by the Committee. Approval is recommended. ARCHITECTURAL COMMITTEE 3 21

ARCHITECTURAL COMMITTEE 3 21 October 1975 DEMOLITIONS Osteopathic Hospital, Twentieth and Susquehanna Avenue. The Committee recommends that the Board permit the demolition of this building as requested by the Philadelphia Redevelopment Authority. REHABILITATION SPECIFICATIONS Mr. Chandler Jeakson, Philadelphia Redevelopment Authority, presented to the Committee his request for the approval of specifications for the general rehabilitation of the buildings situate at 2109, 2111, 2119, 2121, and 2115 Eastbridge Street. The buildings, eligible for these under the IPA Rehabilitation Program, will be brought up to Building Code requirements with Federal money. Since the area is a low-income neighborhood, the owner cannot undertake the expense of complete restoration as required by the Commission. After some discussion, the Committee agreed to recommend to the Commission the descertification of the above buildings. PLAQUES 6901 Germantown Avenue. At the request of the owner, a list of specifications outlining alterations needed to bring the existing structure up to the Commission's standards for rezoning will be drawn up. The Committee noted that extensive alterations will be required to restore, fully and accurately, the building and that it would agreed to award the owner a Certificate of Merit in lieu of the plaque. As a result of the above the Committee agreed to ask the Commission to consider the adoption of a second plaque which acknowledges the preser- vation and/or renovation of a structure which reflects the successful integration of design elements from more than one period. Byberry Friends Meeting. The Committee confirmed its previous recommendation against insult; a plaque to this building since the addition on the rear is not compatible with the certified structure.
