MINUTES OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 19 June 1973 Present: Mr. Henry J. Magaziner, A.I.A., Chairman, Architectural Advisor to the Commission Mr. Erling H. Burris, R.A. The submission was approved in general with the request that shutters be hung at the second floor level since hardware indicates their presence there originally. The architect is asked to restudy the shutter design. Head House East, A. DelRoy Mark, R.A. This submission includes the foregates for 419, 421, 423, and 425 South Second Street and a request for the demolition of 129-31 Lombard Street. 419-21 South Second Street. The Commission requests that no shutters be hung at the second and third floor levels in spite of the existing hardware. (The insurance survey for 1828 does not mention the presence of shutters.) It was the architects' opinion that the brick-work of these two houses is unusually handsome and should not be obscured by the addition of shutters. The proposed board to carry advertising is not acceptable and should be eliminated. 423 South Second Street. The Commission recommends in view of the proposal to use a nineteenth century store front that the entire façade be given a nineteenth century appearance with window sash with two over two lights and louvered shutters at the second and third stories. The sheet of drawings relating to the bake oven and the bake house will be reviewed at the next Architectural Committee meeting. Further information is needed before this can be reviewed. 129-31 Lombard Street. The demolition of these severely deteriorated structures was reluctantly approved. 901 Clifton Street, Richard Herakovitz, R.A. The drawings submitted by Richard Herakovitz were reviewed without comment since the material to replace the frontispiece had been ordered without waiting for the approval of the Philadelphia Historical Commission. 805 Locust Street, John A. Clausen, R.A. The Historical Commission discussed the proposals for the introduction of three small theatres within the shell of Musical Fund Hall. The Committee was of the opinion that the proposal is an interesting one and, in general, expressed their approval. It is understood that drawings showing the work to be done on the facade will be presented later. 151 North Fourth Street, P. Richard Frantz, R.A. The Committee approved the drawings with their sheets of details for the restoration of 151 North Fourth Street. It was recommended that Mr. Frantz study and doorway for the new building at 153 North Fourth Street be cabinets of the door and window proposed for 151 North Fourth using the same sheets of details when the millwork is ordered. Walnut Street Theatre and 245 Walnut Street, John M. Dickey, A.I.A. The Committee approved the preparation of signs on the Ninth Street facade of the theatre and for the erection of a flagpole at 245 Walnut Street was approved. The Church of St. Luke and The Epiphany, Mr. James Gaynon, mechanical engineer. The Committee was of the opinion that they did not have sufficient information to comment on this request. The church will be asked to present an elevation drawing showing the sign in position. The sign, as described, approved to be unusually large and out of scale with its surroundings. DEMOLITIONS 606-08-10 South Hancock Street. The Committee agreed to table these for further study. 129-31 Lombard Street. See: Head House East PROBLEMS 524 Pine Street. Dr. Colberg is asked to submit a drawing of the facade (to scale) showing the frontispiece in place. The frontispiece was signed as being an appropriate design for use in Dr. Colberg's home but the architect questioned whether there was room to install it properly. Southeast corner Seventh and Locust Streets. Although this property has not been certified by the Historical Commission, it is a fine building dated 1815 and should remain. It anchors the corner of the structures facing one of Philadelphia's original squares and lies within the Historic District so designated on the National Register of Historic Places. 708 South Washington Square. The Committee agreed to require the owner to restore the dormer to its original appearance and to raise the entrance from the street to its original level in line with

The architects also recommended that the original arch-head doorway be rebuilt, however, in view of the ARCHITECTURAL COMMITTEE 3 19 June 1973 PROBLEMS (Cont'd) sandstone band course presently existing between the first and second stories, this may not be practical. In that case, a squared doorway will be accepted. Finally, the veneering with their key blocks like those above the second story windows will not be required, since these would give the facade a cluttered appearance in view of the effranchised band course. PLAQUES 509 Delancey Street. No plaques can be issued until the cornise is restored to one appropriate to the building date. 1830 Rittenhouse Square. Approved. 700 South Front Street. Tabled until Mr. Kramer can examine the building. 901 Clinton Street. Refused. 103 North Van Pelt Street. Approved. 117, 121, 127 North Van Pelt Street and 2043 Annletass Street. These do not in the Committee's opinion quality for plaques. They represented, however, that Certificates of Merit be awarded the owners.
