THE MINUTES OF THE FIFTY-FIRST MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION April 25, 1961 Present were: Mr. George K. Trautwein Mr. R. Norris Williams, II. Mr. Grant M. Simon, Chairman Also present: Mr. Philip Carroll, representing Commissioner Gennetti Mr. Harry G. McDowell, Deputy Director of Finance Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Executive Secretary Mr. Harry M. Batten approved the actions taken, so constituting a quorum Unless otherwise stated, all actions reported herein have been taken after motions properly seconded and carried. THE MINUTES FOR MARCH 28, 1961, were approved as read REPORTS The Historic Values Committee did not meet and had no report to present Mr. Trautwein, Chairman of the Architectural Committee read his report, which is attached. It was approved. Dr. Tinkcom read her report on the Commission's activities. It was approved and is attached. Re-evaluation of Clerk Stenographer I. It was moved, seconded and carried that the matter be left in Dr. Tinkcom's hands for further study. Phrasing of a paragraph to be added to a form letter sent to all applicants for a plaque was approved. OLD BUSINESS Demolition by Neglect. Mr. McDowell had nothing further to report since his statement of November 1960 at the Stated Meeting, when he reported that the Mayor's Cabinet thought the time inappropriate to present the matter to City Council. The Historian reported having met Mr. Wilson, AIA Preservation Officer for New Orleans, who stated that the Court had upheld the New Orleans ordinance in the two cases which had recently come before it for adjudication. Dr. Tinkcom was asked to obtain copies of arguments and of the judges' decisions. It was agreed that the matter should be re-activated upon receipt of this information. THE MINUTES April 25, 1961 Page 2. OLD BUSINESS continued Amendment to Senate Bill No. 172. Mr. McDowell reported that the Deputy City Solicitor states there is nothing mandatory about the Bill as it stands and that it, therefore, does not affect the Historical Commission. It was moved, seconded and carried that the matter be dropped. Advisory Board of Design. The Chairman reported on the Meeting of April 13, 1961, at which the designs for the Third Street houses, previously dis- cussed, were again submitted. The Hon. Victor E. It was moved, seconded and carried that the list be adopted as read. Shoomac Park. A letter from Commissioner Smallwood was read. It was moved, seconded and carried that the demolition permit be granted, and that a letter stating the Commission's regret that this matter was not official- ally brought to its attention at an earlier date be sent to the Commission- er of Streets at once. NEW BUSINESS Aesthetics. The Chairman commented on the increasing need for an aesthetic control on building construction. Such controls do function in other countries. The Commission is endeavoring to obtain more information con- cerning this matter. Operating Budget for 1962. It was recommended that the budget, as presented by Dr. Tinkcom, be adopted.
