MINUTES OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 15 May 1979 Present: Mr. Henry J. Magaziner, A.I.A., Chairman, Architectural Advisor to the Commission Mr. Erling H. Pedersen, A.I.A., Old Philadelphia Development Corporation Mr. Louis Kramer, A.I.A., Philadelphia Redevelopment Authority Dr. Margaret B. Tinkcom, Historian Patricia Siedlitkowski, Executive Assistant to the Chairman SUBMISSIONS 1118 Spruce Street and 335 South Twelfth Street, Mr. Mathis, Contractor. The Committee voted to require the owner of these two historically certified buildings to either repair the existing cornices or to replace them with ones of identical design. 712 Pine Street, Dagit/Saylor, Architects. This proposal for a full restoration approved with a recommendation that the frontispiece be eliminated and that a simple brick arch and fanlight be installed. 222 Bainbridge Street (preliminary), A. Ming, Draftsman. This submission was given Committee's preliminary approval. Drawings for the complete restoration must be prepared by a Registered Architect and submitted to the Committee for final review. 117 Lombard Street, Giles J. Hughes, A.I.A. Approved. 1830 Rittenhouse Square, H. Goldstein, Owner. The Committee would not review the renderings as submitted by the contractor. An architect's elevation showing all proposed changes to this building is required. 1116 Pine Street, C. Knowles, R.A. Preliminary approval is given. A detail of the store window is now required. 534 Delancey Street, T. Wass, Contractor. Preliminary approval is given. Door and shutter details are required. 310 South Quince Street, Peter M. Saylor. The Mask and Wig Club's request to change the original roofline of their buildings was reviewed and given the Committee's endorsement. Allen Hall, Girard College, E.J. Kelly, Chief Engineer. The College's request to alter the interior of this building was approved. Before the new entrance doors are permitted to be installed, a detail must be submitted for approval. It is understood that the existing doors will be stored and not discarded. 658 Pine Street, N.J. Chinese, Architect. Approved. ARCHITECTURAL COMMITTEE 2 15 May 1973 SUBMISSIONS (Cont'd) 341 Queen Street. The Committee reviewed this submission and voted to allow the proposed alterations as presented. RESUBMISSIONS 440 Spruce Street, William Sexon; Designer. Approved with the recommendation that the store front window be centered. The Committee agreed to flood lighting, if it is done properly. Late Victorian buildings could be protected by window bars if they are in keeping with the period of the structure. PROBLEMS 308 Gaskill Street, Leonard Levin. The Committee would not review any proposals without seeing a measured architect's drawing. 108 W. Queen Lane, E. F. Citizens; Owner. Again, measured architect's drawings are required. 100 Block of Gaskbert Street, T. T. Newbold. The owner's request to rehabilitate rather than restore at the present time was approved. It is understood that all changes to the exterior will be in the directica of a restoration. St. James Hotel, William Way, Redevelopment Authority. The Committee agreed that the building should be cleaned but that sandblasting would not be permitted. 109 Queen Street. The owner's request for an approval of his building permit application legalizing work done two years ago without this Commission's approval was rejected. Until the original cornice is replaced, no approval can be given. PLAQUES 104-06 Delancey Street. Approved. Ravenhill, 3480 Schoolhouse Lane. The Committee agreed that the structure should be certified but that no plaque could be awarded since the porch enclosure, etc. are of later period. NEED FOR MORE DEFINITIVE DRAWINGS. A motion was made to refer to the Historical Commission Board the advisability of requiring measured drawings (drawn by a Registered Architect) for all alterations to a certified building.
