MINUTES OF THE 159th STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 28 September 1971 Present were: Mr. Charles R. Tyson, Chairman of the Commission Mr. Richmond P. Miller, Vice-Chairman of the Commission Mr. Edward Pinkowski Mr. John Taxin Mr. James L. Ferguson, Deputy Director of Finance Mr. Henry J. Magasiner, Architectural Advisor to the Commission Mrs. Joseph Segal, Project Manager for the Redevelopment Authority Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Executive Assistant to the Chairman Patricia Siemiontkowski, Secretary Unless otherwise noted, all actions taken herein are the result of motions correctly made, seconded and carried. THE MINUTES for the Stated Meeting 29 June 1971 were approved and directed to be filed with the other reports for that month. REPORTS The following staff recommendations for certifying buildings were approved: 121-123-125-127 Walnut Street 100 Newton Street Southwest corner Twenty-first and Spruce Streets Northwest corner Twenty-first and Spruce Streets 1505 to 1511; 1519 to 1539; 1504 to 1538 Pine Street. 2200 and 2300 blocks (both sides) of Madison Square St. John's Church, Thirteenth Street below Market Street 1725 West Tioga Street. The Commission's Activities, Dr. Margaret B. Tinkcom, Historian. Dr. Tinkcom reported on July, August, and September activities. A report was made on the research work completed by three college interns working in the Commission office this past summer. One of the interns would be able to continue working one day a week for the Commission if $57.00, and an extra $10.00 to cover Social Security payments, could be supplied. A motion was made, seconded and carried to provide this nominal sum so that further research can be carried on. A deficit of $1800.00 in Class 100 money was discussed among the members. Dr. Tinkcom stated that a memo was sent to Commissioner Costello, as directed by Myer Kerman, notifying him that no other funds were available in either 200 or 300 money. Mr. Tyson asked if it were possible to THE MINUTES 2 28 September 1971 REPORTS continued acquire funds from the Federal Government to fill this void. Dr. Tinkcom thought that it would be difficult. Mr. Magariner also suggested applying to the Philadelphia Foundation for funds. The motion to make application for such moneys was made, seconded and carried. suggested applying to the Philadelphia Foundation for funds. The motion to make application for such moneys was made, seconded and carried. It was suggested, by Mr. Pinkowski, that a sum equal to the yearly salary of one person be requested. The Commission discussed the problem of 305 Chestnut Street. A motion was made, seconded and carried that Mr. Steven Gardner be reminded that a reply to our letter regarding this certified building has not yet been received. Mr. Magariner spoke of the status of the Twelfth Street Friends' Meeting-house and the new plans drawn up by the 1234 Market Street architects. He presented an optimistic view which only depended on the Friends' cooperation. Architectural Committee Reports, Henry J. Magariner, Chairman. Mr. Magariner summarized briefly the reports for July and September. (There was no Architectural Committee Meeting held in August.) It was suggested that these Minutes be sent to all board members in advance of the Stated Meeting for review. This motion was approved. The Commission also approved the motion that the Architectural Committee meet two weeks before the Stated Meeting to allow ample time for reproduction and mailing out of this report. These two sets of Minutes were approved, as was Dr. Tinkcom's Report. OLD BUSINESS There was nothing under this category to be discussed. NEW BUSINESS The Art Commission brought to the Historical Commission's attention the elaborate proposal submitted for Belmont Mansion and new structures to be constructed nearby. Since Belmont Mansion is a historically certified building, the Commission moved that the architect be asked to submit his plans to this Commission for review.
