DRAFT MINUTES OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 18 April 1972 Present: Mr. Henry J. The Committee reviewed the plans for interior alterations and approved them. 101-05 Queen Street, Graham R. Phipps, Architect. The submission presented for interior alterations was approved. RESUBMISSIONS 529 Pine Street, Giovanni Cosco, Architect. / The Committee gave its final approval for the full restoration of this certified building/ One with one stipulation, that the cornice existing cornice be repaired and not replaced. PROBLEMS 700-14 Spruce Street (a report), Mr. Henry J. Magaziner, A.I.A., recent Mr. Magaziner reported to the Committee members on the estates history of these Spruce Street properties owned by the Pennsylvania Hospital, and his efforts to convince the hospital to preserve them by employing the transfer of development rights concept. A final meeting, scheduled for April 19, will be held attended by Mr. Magaziner, Mr. Bartley, and Mr. the Hospital's architect, and Mr. Cathcart, President of Penn. Hosp., to review the plans for this area and discuss the hospital's needs as they relate to its development. 717 Spruce Street, Lanny L. Liebowitz, Architect. The Committee recommended that the first floor of this structure be restored to conform with the style of the upper stories. 700 South Front Street, Lanny L. Liebowitz. It The Committee agreed to require the full and accurate restoration of this historically and architecturally important building especially in view of its inclusion on the National Register of Historic Places. It is strongly recommended that the eighteenth century front building be restored and a the nineteenth century backbuilding be demolished, and replaced with a backbuilding appropriate for the style and period of the original structure. The Committee agreed that the Civil War Statue in Market Square should be permitted to remain on its present site. It was decided to refer the matter to the Historical Commission's next Stated Meeting. SPECIFICATIONS Redevelopment Authority specifications for the Hancock-Gross buildings were presented to the Committee for their review. Mr. Magaziner agreed to review the specifications before the next Architectural Committee meeting at which time the matter will again be discussed. PLAQUES 900 Walnut Street (Walnut Street Theatre). Approved. 128 West Queen Lane (letter from the owner). The Committee again reviewed the owner's request for a plaque and turned it down since it has neither been restored nor is in a perfect condition of preservation. AWARD OF MERIT 314 Race Street. No-award-of-merit-can-be-granted-to-this-building. It was agreed that this structure is not eligible for an Award of Merit from the Historical Commission.
