Mr. Charles Squire of the Philadelphia Redevelopment Authority in regard to 1128-30 Germantown Avenue. SUBMISSIONS 321 South Sixth Street, A. DeRoy Mark, Architect. The owner, with his attorney and architect, appeared before the Architectural Committee to appeal the Committee's prior rejection of two proposals for the construction of a new building to replace the existing historically certified structure. After some discussion, the Committee expressed-the-hope-that-the-architect- could-design-a-good-contemporary-facade---- reaffirmed its previous opinion that the contemporary structure, reviewed and rejected by on 1 July 1974, was totally incompatible with the streetscape and could not be allowed. The Committee asked that the architect design a structure sympathetic in scale and design with the surrounding buildings and one-- we-with-a- having a facade flush with the others on the street. * The first proposal, a reconstruction of an a nineteenth century carriage house, was rejected by the Philadelphia Redevelopment Authority before coming to the Historical Commission because-of- since the Authority-refused-to-allow-curb-cuts-on-Sixth-Street,as-called for in the plan, architect's plan/ are not permitted. The-Committee-asked-that-the-architect-- Pennsylvania Academy of the Fine Arts, Day and Zimmerman Associates. The Committee agreed to allow the staff to approve the building permit application for interior alterations while the Committee reviews- continues to review the working drawings as presented//. The architects will also be asked to submit an elevation showing all exterior alterations. 408-10 Lombard Street, Leon Levin, Architect. This submission was approved- 310 Gaskill Street, Robert Boucek, Architect. This submission was approved with the recommendation that panelled shutters be hung on the first floor in place of louvers. The Committee reviewed the revised drawings for alterations to this historically certified building and agreed to recommend the replace— construction of a brick facade on Front Street and the installation of appropriate iron railings at the third floor level.in-keeping-with-the-oh— The approval of the revised drawings was based on the Committee's app- roval a review and approval of a similar proposal. Finally, it was agreed that the structure should be presented to the Board with a recommendation for decertification and that it-also-it also be oo presented to the State for removal from the State Register. 1801-05 Walnut Street, Colin Smith, Architect. The Committee agreed to allow the construction of a stained glass window which will allow the extension of the stained glass windows and fireplace on the first floor of the building. 923 South Second Street, Larry Boguszewski, Contractor. As-a-result-of-a- visitation-made-by-the-Dept.-of-LI?, the-owner-wishes— The Committee reviewed the cea drawing/// for the rehabilitation of this building and agreed that the second and third floor of the facade should be retained, if possible, when the first floor store front is removed. If a new front is necessary, the original sills, lintels, cornice, etc. should be salvaged and reused; All-sash-must-be-two-over-two-light- brick and mortar color-should-match-the-original— should match the original in texture and color and be laid in the same style and with the same striking. Finally, The Committee's suggests the installation of a Victorian door, either two or four panels, and a single light vertical transom with light. Finally, a cellar window rather than a bulkhead is sugg— recommended. 1128-30 Germantown Avenue, Phila. Redevelopment Authority. The Committee approved the RA's plan to preserve

City Hall (railings), City of Philadelphia. Approved. Ft. Mifflin Hospital, Phila; District Corps of Engineers. This proposal is approved with the recommendation that all meeting rails s on' shutters be lowered. 402 South Front Street, Josphat-Zyberk, Architect. The Committee approved the-plan-for-the-restoration-of-this-building-as-but-the-owner— the architect's proposal for the use and restoration of this fine structure. It was noted, however, that the first floor windows should be taller - approximately seven feet - and that box window frames should be installed with 8 x10 glass in all sash. The staff will furnish the architect with details of the cornice, shutters, door, and frontispiece. DEMOLITIONS 34 South Third Street. The Committee unanimously agreed not to allow the complete demolition of this building. It is suggested that the rear wing of the structure be torn off to allow access from Chestnut Street to the parking lot on Third Street. [HANDWRITTEN NOTES: 1. The Committee suggested the reconstruction of the Victorian fronta— the Victorian facade identified to that on Twelfth Street.— recommended the demolition of the existing facade and the reconstruction of a Victorian front similar to that found on Twelfth the Twelfth Street side of the building. 228 South Ninth Street. The specifications for the restoration of this building were approved with the requirement that the south facade duplicate the original south facade of the now demolished building at 230 South Ninth Street. PLAQUES 2036 Spring Garden Street. Approved 333 S. 7th Street. A plaque cannot be awarded since the restoration is not in accordance with the plans approved by the Commission. 319 South 6th Street. Approved. 300 South Thirty-sixth Street. Approved. AWARD OF MERIT 312-14 Race Street. The Committee will be pleased to issue an Award of Merit to this building upon completion of its rehabilitation.
