Tinkcom, Historian The Report was approved as read. The Seventh Annual Report. The Report was approved as circulated. OLD BUSINESS 425 Spruce Street. Mr. Lindsay reported that the problem is created by the architect's proposal to take out the existing stains and to replace them with winders designed to conform to the available space. This had been referred to the Board of Building Standards, which is considering the matter. Mr. Lindsay further noted that there are two ordinances which apply to winders in certified buildings: One ordinance providing for the retention of existing winders, the other permits new winders to be built so they conform to certain specified requirements. Mr. Lindsay emphasized that the Department of L & I cannot ignore the Building Code in matters of restoration but added that the Commission's letter in support of the proposed winders will be given due consideration. Mr. Persichetti was invited to comment on the Commission's position with regard to its refusal to permit the demolition of this building. (The six-month waiting period enjoined on the owner by the Commission will terminate on February 7th.) Mr. Persichetti insisted, nevertheless, that the Commission is under an obligation, expressly set forth in Bill #695, to notify any person against whom adverse action has been taken, that he may appear at a specified time to state his position in the matter. It was resolved that a statement to that effect be incorporated in the letter notifying the owner of the Commission's action. NOTE: For the convenience of Messrs. Lindsay, Persichetti and Martin, the order of business was slightly changed. Musical Fund Hall. The Chairman reported having met the Chairman of the Ways and Means Committee of the Musical Fund Society and had been told that progress is being made toward the acquisition and restoration of this building. List of Larger Buildings, which present problems in restoration. The matter is carried over to a later meeting. 276 South Third Street. It was reported that the Redevelopment Authority has asked the Historical Commission to give approval for the demolition of this building. Inasmuch as it has not been possible for the Old Philadelphia Development Corporation to find a buyer in the eight months of concerted effort just past. It was resolved that a letter be sent to the Authority stating the Commission's reluctance to grant this until it is convinced that every possible effort has been made to find a purchaser. It was further resolved that the Redevelopment Authority be asked to consider a less limited use for the building and to have its availability publicized. The Commission expressed its willingness to discuss the matter with Mr. Lammer. NEW BUSINESS The Academy of Music. The plans for the restoration of the exterior of the Academy were reviewed and approved. The Chairman emphasized the point that, in this case, whether this is an 1857 or an 1889 restoration is not of concern to the Commission, in view of the fact that the original fabric is not damaged. The Meeting concurred. National Headquarters for the American Medical Association. The Chairman read a letter from Samuel B. Hadden, M.D., explaining the Association's proposal to erect a Shrine to American

Dr. Hadden asked the Commission for a letter signifying its interest in this proposal. It was agreed that such a letter be written, but that it should indicate the Commission's inability to offer material help. THE MINUTES 1.22.63 - 3 - NEW BUSINESS continued Key to the Head House. The matter is carried over to a later meeting. Salvage from Preston Retreat. It was resolved to write to the new owner of this handsome certified building, asking him to consider preserving the portico at least, particularly if the Fairmount Park Commission can be prevailed upon to set it up in a suitable place in The Park. It was also resolved to ask when this structure will be demolished. There being no further business, the meeting was adjourned at 5:30 P. M. Respectfully submitted &c.....
