DRAFT MINUTES OF THE ARCHITECTURAL COMMITTEE MEETING, 23 April, 1964 Present were: Mr. George K. Trautwein, Chairman Mr. John F. Lloyd, Redevelopment Authority Mr. Clinton Mullen, Observer from the Redevelopment Authority Mr. Erling H. Pederaen, Old Philadelphia Development Corporation Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Secretary SUBMISSIONS "HLX" 215 Spruce Street. In reply to the letter stating that shutters identical to those on 326-334 Spruce which are approved, an affirmative answer shall be given to the query whether the same panelled shutters may be used at the second and third level. 225-227 Spruce. The architect is to be complimented on the quality of the drawing and the fact that the westernmost window, replacing a store entrance and present window, has been lined up with the windows above. The position of the doorway on the Spruce Street facade is still questioned. In view of possible objections by the Department of Licenses and Inspections and because the off-center feature jarringly asymmetrical, it is suggested that interior changes be made to accommodate the handsomely designed door in the center of the facade. (The present door is probably-a-later not original.) The result will be magnificent. Note: A centered door is a basic requirement and the Historical Commission stands by its recommendations in the letter of October 29, 1963. 229 Spruce. It is understood that the design of the proposed wing is not the issue, but whether or not a wing of any sort will be permitted. It was agreed that this is possible and the Commission asks to see careful drawings with details typical of the period. 236 Stamper Street. If the first floor window is accurately drawn, then sash should be composed of 8/8 glass; if it is the same size as those of the second floor, the glass should be 6/6. This must be made clear. The preliminary drawing is otherwise approved and the Commission anticipates measured, working drawings will be submitted is due course. 710 Pine Street. The Commission appreciates the care given this submission, but believes a further study of the doorway is necessary. Kindly look at 620 Spruce, built in the same period, which has a door typical of the era 1810-1820 and in its original condition. Workman Place, Front & Pemberton Streets, Nos 1 & 2. The drawing is approved. Jefferson Village. 1013 Spruce; 1015 Spruce. Further study of doorways required. The Commission wants good/

Jefferson Village. 1013 Spruce; 1015 Spruce. Further study of doorways required. The Commission wants good/ architectural quality (drawings to scale) and cannot review the problems based on the drawings submitted. All are rejected for Spruce, Alder and Warnock Streets (seven in all) [HANDWRITTEN NOTES: "DRAFT" appears as a handwritten header at the top of the page.] Minutes of the Architectural Committee 4.23.64 Page 2 Problems 232 South Third Street. It was recommended that a letter be written to the Chairman of the Board of Building Standards ("at the request of Mr. Parmum") asking that the present staircase, which is original and in sound condition, be permitted to remain unchanged in this certified building of undoubted historical significance. 242 South Third Street. A new door, inapprropriate to the period, has been installed without the Commission's approval. It is reccommended that this be referred to L&I. for appropriate action. 266 South Third Street. It was stated that the brick in question as being too light in color is the same as was used at 219-21 Spruce and at 223 Spruce. The matter of its appropriateness for the building under consideration was referred to the Redevelopment Authority. The Historical Commission will approve any action taken by that body. 268 South Third Street. A query whether fibreglass awnings might be hung at the rear windows was referred to the Redevelopment Authority 270-272 South Third Street. The Commission takes no action on the report that the mortar used in repointing the common chimney is too dark. 319 South 12th Street. On the recommendation of Mr. Mullen, it was agreed that the Historical Commission allow the matter of illegal interpretation of "repairing a broken window and a few brick courses" to rest, since this inappropriate addition will ultimately be removed when the Redevelop Authority has precise specifications available for certified buildings in this area. Note: A building permit was issued to the owner, referred to the Redevelopment Authority for approval, which was given, but the matter was not reviewed by the Commission. PLAQUES 318 South Camac Street. It was approved that a plaque be authorized for this dwelling on the basis of a good preservation, the details considered to be original.
