OFFICIAL COPY Not To Be Taken From Office The fourteenth meeting of the Philadelphia Advisory Commission on Historic Buildings held on May 28th, 1957, in Room 813, City Hall Annex. The following members were present: Grant M. Simon, Chairman Harry A. Batten R. Norris Williams, II Charles E. Peterson George I. Lovatt, Jr. (representing the Commissioner of Public Property) Also present were: Dr. Margaret B. Winkcorm, Research Historian Mrs. Theresa V. Pulice, Executive Secretary The meeting was called to order at 3:35 p.m. The minutes of the last meeting were read and approved as read. Shoomac Park: This Commission has received no reply on the Chairman's letter to Fairmount Park Commissioner Thompson. The problem of saving the old house is now closely associated with the problem of saving the Pointings of Rocks on the Wissahickon Drive and the controversy over how much through automobile traffic should be accommodated on the Park roads. Second Street Market: Mr. Batten read a letter from Mayor Dilworth dated May 3rd, 1957 in which $25,000 of City funds was promised for use on the old Market building. It was pointed out that Mr. Charles Mather is now the President of the Independence Neighborhood Association which has a lease on the structure. It was also brought out that the Insurance Company of North America is still considering the display of their exhibits. Responsibility for City-owned Historic Buildings: Discussion of this subject has continued among various branches of the City government. The Chairman is planning to send another letter on this subject. - 1 - [HANDWRITTEN NOTES: Top left corner: handwritten mark/initials that appear to be "JDL" or similar Top right corner: handwritten mark/initials that appear to be "N" or similar] Inspection of Certified Buildings: It was suggested that all buildings on the Certified List be inspected by City agents in order to help insure their preservation. Mr. Batten believed that this proposal would back-fire and cause the removal of many structures as unsafe which otherwise would escape the attention of the under-staffed inspection agencies. Mr. Peterson proposed that the owners of each of these certified buildings given a notice to make them aware of the special status of their property. Mr. Batten suggested waiting for the plaques to be manufactured, at which time some kind of a ceremony of presentation to the owners might be arranged. Mrs. Kirkbride's Services: Mrs. Kirkbride has been working on historic sites in the area bounded by Noble, Green, Second and Third Streets, but before this project very far, she stopped to work on land titles for certain old structures on lower Spruce Street. It was thought that the expense of getting chains-of-title (like the samples already received and costing $45.00 each) was a waste of money and that Mrs. Kirkbride might well carry out her studies independently. Lower Cherry Street Area: The interest of the early German sites was briefly touched on. Germantown: The tentative list of historic buildings in the Germantown area proposed by Dr. Tinkcom was approved. List of Nineteenth Century Buildings: Dr. Tinkcom's proposed list of additional buildings of the Nineteenth Century was discussed in detail. For various reasons it was decided that certain examples should be omitted. Those approved for addition to the Certified List were as follows: St. Stephen's Church Cathedral of Sts. Peter and Paul Academy of Music Church of the Holy Trinity (19th & Walnut Sts.) - 2 - Union League Club Old PSFS Bank (Cor. of 7th and Walnut Sts.) College Hall, University of Pennsylvania Pennsylvania Academy of Fine Arts City Hall Commission Office: It was pointed out that no office space has yet been obtained. Budget for 1958: The budget for the coming year is to be submitted to the Department of Public Property on May 31st. Members present resolved to request an appropriation on $16,000.00 for professional services. This amount is $4,000.00 more than the 1957 budget for professional services. Mrs. Pulice will work on the other phases of the budget. W.P.A. City Map: Sample prints were shown of this series of City maps which is kept up to date by the Department of Streets. The Commission felt that these maps were too small in scale and will give consideration to the use of the Franklin Survey maps. 1957 Appropriation: At the present time, there appears to be about $5,000.00 left of the Commission's funds for professional services.
