Patricia Siemionowski, Executive Assistant to the Chairman. SUBMISSIONS 1011 Lombard Street, John Burrus, Architect. The Architectural Committee reviewed a set of revised plans for the restoration of the building at 1011 Lombard Street and found the renovation of the valley bulkhead to be inappropriate. Since the work was completed according to the revised plans, which had not been submitted to the Historical Commission for review and approval, the Committee agreed that the building should not be eligible for a Commission plaque. (A building permit had been issued on the basis of plans approved by the Historical Commission in 1958.) 1006 Spruce Street, manser, Irwin, more associates. The Architectural Committee reviewed the plans for the restoration of the building situate at 1006 Spruce Street and found the drawing to be inaccurate. The Committee asks that the architect accurately measure the structure and resubmit another elevation for review. Glass size on the front facade should follow the 1832 insurance survey on file in the Commission office: first floor, glass 11 by 22 inches; second floor, glass 11 by 21 inches; third floor, glass 11 by 18 inches and fourth floor, glass 11 by 22 inches. The survey also sites venetian shutters at all floors on the front facade. Details of window and shutters should be submitted with an accurately drawn elevation for further review. 126 Catharine Street, Mark Tognita, Architect. The plan for the restoration of this building was recommended for approval with the requirement that the existing transom be restored and that the existing lintel window be retained. The staff will provide the owner with profiles of door and shutter moldings. Evans Building, University of Pennsylvania, FRANCIS, CAUFFMAN, WILKINSON, PEPPER, Architects. The Committee was asked by the architect to review the placement of louvers, as part of the air conditioning system to be installed within the building, on the north facade of the Evans Building. Upon examination of the drawings, the Committee found that more extensive alterations were being proposed than had been elaborated on by the Architect.

Since the building is not a certified historic landmark, the (Committee agreed to forego comment on this submission. The owner's request to remove the existing glass block on the first floor of this building and install shop windows, as per the drawing submitted, was approved. It should be noted that this alteration does not constitute a restoration and that a plaque will not be forthcoming. 800 South Fifth Street. The Pemberton Street Group. The resubmission for the restoration of this building was reviewed by the Committee and a number of recommendations were made. The double doors, on the Fifth Street facade, should contain a total of six panels, not twelve as shown on the drawing. The moulding of the door and shutter panel should be slightly shallower than shown on the drawing. Before final approval can be given, the Committee will need to review the detailed drawing of the shop window and of the door and shutter mouldings. 901 Clinton Street. B. Herskowitz, Architect. The Committee reviewed the request of the architect to install a six panel door to the entrance of the garden on Ninth Street. It was agreed that a plain batten door would be more appropriate than that proposed. 1136-40 Pine Street. L. Leibowitz, Architect. The Committee recommended that the Commission ask the architect to retain the 1920's character of the Pine Street facade of this building in the renovation of the first floor. The architect will also be asked to study the Twelfth Street facade in regard to the need for and arrangement of the door and window openings. SPECIAL REVIEW Hi-sash Replacement Windows. Mr. Andrew Flager, a representative of Ho-SASH, appeared before the Historical Commission's Architectural Committee with a sample of his product - the HU-SASH replacement window. The window, constructed of aluminum with a double glazed sash, can be installed within an existing window frame. Each sash is custom made to fit the opening and can be fitted with applied mouldings on the outside to breakdown the glass area into smaller panes.

The Committee agreed to supply Mr. Flager with profiles of moulding used during periods of buildings. Samples of the product will be presented to the Committee for final review. Race Street Pumping Station, Delaware Avenue and Race Street. At the request of Giovanni Petri, Architect for the Water Department, the Committee reviewed the existing building and recommended the following alterations: 1. Restore all original openings. 2. Replace window and door frames, replace sash and doors. 3. Restore roof to original appearance and repair existing cornices. 4. Clean and repair all brickwork. ARCHITECTURAL COMMITTEE 3 15 April 1975 REHABILITATION SPECIFICATIONS 1114 Locust Street. Since the structure situate at 1114 Locust Street had been altered several times, the Committee recommended that the Redevelopment Authority unite two sets of specifications for the building's restoration - one set, for the 1830 period, and another set, for the 1910 era. 1116 Locust Street. The same recommendation applies to this building as well. Both structures, 1114 and 1116 Locust Street, should be restored to the same period. 229 South Schill Street. The Committee recommends approval of these specifications. 712 Addison Street. The review of these specifications was tabled. The staff was directed to obtain current photographs of the building and/or to inspect it. DEMOLITIONS 509-17 Mantrose Street. The Committee recommended that the Historical Commission allow the demolition of these buildings. PLAQUES 820 South Third Street. Approval recommended. 326 South Penn Street. The Committee recommends that the Commission deny this request for a plaque. The railing, lamp, and shutters were found to be inappropriate. 1619 Locust Street. As soon as the original window sash are restored, the Committee will recommend approval of a plaque for this building. 304 South American Street. Since the building has not yet been fully and accurately restored, the Committee recommended that the Commission not grant a plaque. An Award of Merit, however, may be offered to the owner. 2012 Spring Garden Street. The Committee agreed to recommend to the Commission that a paragraph be inserted in letters authorizing the purchase of a Commission plaque noting the Commission's right to withdraw approval of a plaque if a building is markedly altered or allowed to fall into a state of disrepair. Victory Building, 1001 Chestnut Street. Mr. Magasiner asked the staff to prepare a National Register nomination form for this building. Mr. Tyler reported to Mr. Magasiner that the staff could not at this time undertake this project because of other commitments.
