THE MINUTES OF THE 132nd STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 28 January 1969 Present: Dr. Roy Franklin Nichols, Chairman Mr. James L. Ferguson, Deputy Director of Finance Councilman John B. Kelly, Dr.'s representative, Miss Vicki Douglas Deputy Commissioner Paul Leo McSorley, Esq. Mr. Richmond P. Miller Mr. John B. Taxin Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Secretary Unless otherwise noted, all action taken herein is the result of motions properly presented, seconded and carried. THE MINUTES of the November 1968 Stated Meeting were approved as circulated. Note: The December meeting was omitted Mr. Taxin recommended that Dr. Nichols write to the Mayor, suggesting that Mrs. James C. Crumlish, Jr. be appointed to the Historical Commission. This was approved. REPORTS The Historical Values Committee, Dr. Roy Franklin Nichols, Chairman. Before giving his report, the Chairman reported that the moving of the Log House, formerly at 16th and Race Streets, has been completed. He was present at its arrival at Stenton, 13th and Courtland Streets, Sunday afternoon, 26 January. Photographs of this historical event were supplied by the EVENING AND SUNDAY BULLETIN, courtesy of Miss Dorothy Byrd. The Chairman also mentioned the proposed moving of the Rush Homestead from Red Lion and Academy Roads to the grounds of Byberry Hospital. Dr. Nichols stated that Dr. Blain has appointed a committee to approach several foundations in search of funds for this endeavor. Dr. Nichols reported on the proposal to certify Trinity Place in the 4300 block between Springfield and Chester Avenues. This was approved. Dr. Nichols asked for approval of the certification of the Adelphia School, also known as the Spring Street Settlement, 1225 Spring Street. Approval was given. The Architectural Reports for 19 December 1968 and 23 January 1969 were read by the secretary. These reports were approved and directed to be filed with the official Minutes of the Commission. The Commission's Activities, Dr. Margaret B. Tinkcom, Historian. Dr. Tinkcom mentioned that the Log House, over which the Commission had expended great concern and much time in recent months is now finally settled. Dr. Tinkcom reported also on theDock Street Archaelogical studies; on a proposal for further studies in the Model Cities area; and on the Annual Report. Mr. McSorley questioned whether Bill No1 378 to extend the Historical Commission's power to withhold demolition of certified buildings was not now deed. Miss Douglas will check this. more

Miss Douglas will check this. more The Minutes 1.28.69 Page 2 Dr. Tinkcom's Report continued Dr. Tinkcom reported on an exchange of correspondence between the Mayor and National Park Service officials regarding plaques marking as a National Historical District the Germantown Road. These are ready to be placed along the route. The Mayor has recommended that the ceremonies be part of Freedom Week, which is scheduled to take place in June. Dr. Tinkcom's Report was approved and directed to be filed with the official copies of the Minutes. OLD BUSINESS Fort Mifflin. Dr. Tinkcom showed a map which defined the area under the Department of Recreation. The Historic American Buildings Survey has agreed to staff and administer an historical and architectural study if financing can be found. It has been reported that the Haas Community Fund might be willing to underwrite the study. The Chairman was directed to inquire into this possibility. The Philadelphia Historical Commission's Survey of Historic Buildings. Mr. Ferguson was asked whether the $3500.00 set aside for the publication of this list can still be used in view of the austerity program urged by the Mayor. Mr. McSorley suggested that Dr. Tinkcom check with the Department of Public Property's Finance Officer, Mr. Goodkin. This was approved. The Germantown Road. See Dr. Tinkcom's Report. 713 Walnut Street. Mrs. Maurer was asked to report on the chronology of contacts the Commission has had with this certified property since inception of the problem in 1963. The matter of violations of the Building Code and work having been done without a permit or the Commission's approval is in the hands of George J. Ivins, Esq., Assistant City Solicitor and is awaiting judicial indication before a civil court. No action is required by the Commission until this case is settled by the court. There being no further business, the meeting was adjourned at 4:30 P.M. Respectfully submitted M. R.
