The Minutes of the 358th Stated Meeting of the Philadelphia Historical Commission, held 11 December 1991, Edward A. Montgomery, Jr., Chairman. A motion to adopt the minutes, made by Mr. Nathan and seconded by Mr. Brownlee, was approved. The Report of the Architectural Committee of the Philadelphia Historical Commission held 26 December 1991, David Hollenberg, Chairman. Mr. Hollenberg summarized the two applications reviewed by the Committee. Approval Reading Terminal Market: The Committee recommended approval of plans and specifications submitted by Saxon/Capers Architects to alter several vendor stalls in the Reading Terminal Market. Mr. Hollenberg commended Randal Baron for working with the architects to revise these plans in order to preserve historic fabric while accommodating merchants' interests in changing their stalls. Mr. Tyler added that William Kingsley of the Reading Terminal Market Preservation Fund also commended the staff for working with the architects to reach a more sensitive THE 359TH STATED MEETING—— 2 8 JANUARY 1992 design. James Cuorato reinforced these comments. Mr. Nathan seconded this recommendation which the Commission adopted unanimously. Approval in Concept 528 Spruce Street: The Committee recommended conceptual approval of a proposal by Martin Jay Rosenblum to restore the facade of a much altered Society Hill rowhouse to its circa 1839 Greek Revival appearance. The proposal was based on a detailed 1839 insurance survey and extant building details. The Committee was amenable to the proposal with the exception of the proposed door. The Committee recommended approval in concept for this proposal, excluding the proposed treatment of the front door. Mr. Brownlee seconded this recommendation, which was adopted. Mr. Hollenberg inquired into the status of 5324 Germantown Avenue. Mr. Baron responded that a permit was secured to repair holes that occurred on this building during the demolition of the adjacent buildings. Mrs. Washington inquired into a reference to 1522 Diamond Street. Mr. Baron responded that a brownstone stairway is being reproduced by a private owner renovating the building. Mr. Tyler reported that the Board of Licenses & Inspections Review heard an appeal on the Commission's denial of a demolition permit for the Victory Building. Mr. Cuorato reported that bids for the Reading Terminal Trainshed came in significantly over budget, requiring the architects to return to the drawing board. Soon, the Commission and other agencies will receive revised plans and further information. Finally, the Commission offered congratulations to James Cuorato for being appointed First Deputy Director of Commerce.
