The HISTORIC VALUES COMMITTEE met March 27, 1962, in the Commission's Office Present: Dr. Nichole, Chairman Mr. Williams Dr. Tinkcom The question of signs to be displayed on restored houses was considered at the request of Mrs. Ingersoll. It was agreed that such signs should be purchased and hung at the owner's expense; that they should confirm in size and shape to the one approved by the Art Commission for 217 Spruce St.1 that a text must be approved by the Philadelphia Historical Commission. The conditions for awarding certificates of merit were discussed. In general these certificates will be awarded to certified buildings that are maintained in pleasant harmony with the area of which each is a part. They will be presented to owners whose house is well maintained but not properly restored. These certificates are to be considered a recognition of the owner's interest more than of the building's importance and they will be presented to the owner rather than awarded to the building as is done when a plaque is authorized. It was agreed that the Commission's slides will not be available on loan. Since the Commission does not have duplicates of the individual items composing its slide library, the loaning of slides would not be feasible. The historian proposed that Edward Teitelman, who has been doing photographing for the Commission, be given a contract for $150 to be paid at the rate of $1.50 an hour on a survey of Germantown. It is understood that Mr. Teitleman will concentrate on the area east and west of Germantown Ave., reporting particularly on the country villas of the 19th and 20th centuries which were built in that area. As part of his survey, he will take photographs of the interesting buildings he comes upon. Payment for slides purchased by the Commission will be in addition to the sum in the contract mentioned above. The following buildings are recommended for certification: Friends' Meeting, 125th St. below Market 1522 Cherry St. 1215-1221 Pine St. The meeting was adjourned.
