MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 20 May 1976 Present: Herbert W. Levy, A.I.A., Architectural Advisor to the Commission Theodore T. Bentley, Jr., A.I.A., Preservation Committee, American Institute of Architects, Philadelphia Chapter Etting M. Peterman, A.I.A., Old Philadelphia Development Corporation James S. Kizin, Vice Chairman, Philadelphia Historical Commission Henry Jores, Washington Square West Project Area Committee Richard Tyler, Historian Patricia Sieniarowski, Executive Assistant to the Chairman SUBMISSIONS 105 South Third Street, BIG/Hursley, Architects. The Committee reviewed the architect's plan for the renovation of the building sited at 105 South Third Street and made several recommendations. The roof, daylight and shutters are to match those found at 109 South Third Street and the third floor window sash must be changed to three over three lights of glass in each of the two openings. Finally, the Committee requests that a detail of the railing, preferably of a simple design, be submitted for further review and approval. Mr. Bentley agreed to transmit the former window sash the former sham on the drawing appeared to be incorrectly drawn. 514-16 South Camac Street, Dwit & Scott, Architects. The Committee reviewed the architect's proposal for the renovation of these two small houses and recommended that a plain batten garage door be installed with vertical boards supported by a wood frame on the inside. The profile of the shutter panel should match that of the existing original door and tall shutter dogs are recommended in place of the ones shown on the drawing. 620 South Front Street, Shull Associates, Architects. The Committee reviewed the removal of the annex of the architect's proposal and asks that accurately measured drawings be submitted to the Commission for final review and approval. The Commission staff was directed to offer its assistance to the architect in measuring the building and preparing a correct elevation proposal. 1829 Spruce Street. The owner's request to remove the existing stucco and to wire lath and brick face the front facade of 1829 Spruce Street was reviewed by the Committee. It is recommended that the owner be asked to remove a portion of the stucco to determine the condition of the brick. If the brick has not been damaged, the facade should be cleaned and repainted. However, if the masonry is not restorable, a sample of the proposed brick facing must be submitted for review and approval. ARCHITECTURAL COMMITTEE 2

The problem of restoring the facade of the building at 1421 Fulton Street was brought to the attention of the Committee for consideration. The Committee recommends that the owner either retain the door opening as it exists or lower the arch over the door to an appropriate position above the existing door. Since Fulton Street is extremely narrow, the Committee suggested that the front steps be turned to the side. 1016 Pine Street, EJG/Harridan, Architects. It is recommended that the plan be approved as presented. CERTIFICATION OBJECTIONS At the request of the Historical Commission, the Architectural Committee reviewed four certification objections from the owners of 2000 Mt. Vernon Street, 2021 Brandywine Street, 2037 Brandywine Street, and 2063 Brandywine Street. After some discussion, the Committee agreed to recommend that the Board retain the historical certification of the buildings over the objections of the owners. PLAQUES 211 Catherine Street. The Committee will be pleased to recommend the issuance of a plaque to this building as soon as the dormer window has been restored in accordance with the approved plans. 541-27 Lombard Street. Approval of a "Certified Restored" plaque is recommended. 174 West Haplewood Avenue. The Committee reviewed the owner's request for a plaque and determined that the building was not eligible for either of the two Commission plaques. The Committee thinks that the side porch is not compatible with the original structure and makes the building ineligible for a plaque. 315 Queen Street. The Committee recommended that the Commission issue a "Certified Altered" plaque to this building.
