MINUTES OF THE ARCHITECTURAL COMMITTEE July 22, 1960 Present were: Mr. Grant M. Simon Mr. Charles E. Peterson Mr. George K. Trautwein, Chairman Also present: Mr. John F. Lloyd, Redevelopment Authority Mr. John Keyes, by invitation Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Executive Secretary In courtesy to Mr. Keyes, the Chairman asked that discussion of his submission come first on the Agenda: 409 South Third Street It was recommended that the third floor shutters be omitted since there is no evidence that shutters had ever been hung at these windows. It was thought that the design of the door should be changed and that muntins angle required for the fanlight. Mr. Peterson invited Mr. Keyes to see the treatment of "free" muntins at 334 Spruce Street. Mr. Keyes agreed to meet Mr. Peterson on July 23 and to change these details. Mr. Lloyd asked that the plans include the statement that the paint be removed from the brick facade. 27 Christian Street An application for a permit to demolish the rear shed has been received and approval granted because the shed has fallen. The owner, Louis J. Plumer, Real Estate agent, asked for information regarding the proper kind of pointing for a dwelling built c 1700. The method of obtaining a characteristic groove was described. It was recommended that the owner follow this directive. 223 Spruce Street The Committee judged the submitted drawing to be inadequate and recommended that another be prepared by an architect. Mr. Lloyd agreed to find out whether the Redevelopment Authority had stipulated that an architect be asked to prepare the drawing and plans. So far the owner has not consulted the Redevelopment Authority about its requirements. Mr. Lloyd further stated that the large window shown in the present drawing would not be acceptable. It was recommended that some of the stucco be removed to show evidence of alleged mutilated brick. If so, stucco will be allowed. It was suggested that the stucco be scored to imitate ashlar, as was customary. A copy of this letter is to go to the owner. 511 Delancey Street It was recommended that the owner be assured that the Commission approves what has been done so far. If the door is to be changed, the owner must present a detailed drawing for study. The Commission does not ask that the doorway be changed, only that the door itself be replaced by a suitable one, in harmony with the period when the house was built. 518 Spruce Street The owner has written a letter asking what the Commission advises him to do and stating his willingness to comply. It was recommended that he send the Commission an accurate drawing of the house as it now and as it will appear when the work is finished. PROBLEMS DISCUSSED 505 Delancey Street This property will be demolished by the Redevelopment Authority. It was recommended that the Commission abstain from taking action 217 Delancey Street Photographs of the serpentine wall were circulated. It was recommended that the complaint brought to the Commission's attention regarding this wall, be ignored since it is not the Commission's concern. 226 Spruce Street It was recommended that the Commission wait for a formal submission, but acknowledge the owner's letter in which he states that he is only "cleaning up" the premises. ST. PETER'S CHURCH Both Mr. Simon and Mr. Peterson reported having had a telephone conversation with Mr. Lawrence M. O. Smith, who protests the proposed staircases to the gallery on the grounds that the gallery is not used and that changes will mutilate some of the original panelling. Mr. Simon asked Mr. Peterson to investigate this and to report to the stated meeting. It was recommended that a letter be sent to the Vestry, saying that the Historical Commission regrets any changes and asking them to reconsider the proposed plans. A copy of this letter is to be sent to Mr. Smith. It

Mr. Simon asked Mr. Trautwein to talk informally to Mr. Joseph Frazer before the proposed letter is written. Mr. Trautwein reported that he and Mr. Lloyd had walked around Unit II., in preparation for the discussion at the Stated Meeting, when Mr. Alhart will be present. THE DELAWARE EXPRESSWAY It was recommended that Mr. Peterson draft a letter, asking that the area involved in the exits and approaches for the crosstown route be restudied and tightened, to preserve many more historic buildings; and that a map, showing these requested changes, accompany the letter when it is sent to the proper authorities.
