MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 18 January 1978 Herbert W. Levy, A.I.A., Chairman Present: Herbert W. Levy, A.I.A., Chairman, Architectural Advisor to the Commission Theodore T. Bartley, Jr., A.I.A., Preservation Committee, American Institute of Architects, Philadelphia Chapter. Erling H. Pedersen, A.I.A., Old Philadelphia Development Corporation Russell Mincer, A.I.A., Philadelphia Redevelopment Authority Janet S. Klein, Vice Chairman of the Commission Richard Tyler, Historian Patricia Siemiatkowski, Executive Assistant to the Chairman RESUBMISSIONS Rose House, 401 South 2nd Street, Cape. Under Walmseley, Architects. The Architectural Committee once again took into consideration several design proposals for entrance to the Rose House on the Second Street facade. Mr. Thompson, the project architect, noted that it was not certain at the present time whether one of two tenants would be occupying the first floor. In view of this uncertainty he requested that the Committee review designs for both a single and a double entrance on Second Street. This the Committee agreed to do. After some discussion, it was agreed to recommend the approval of the pedimented doorway positioned in the center bay as a single entrance. Scheme B, calling for two pedimented doorways separated by a window, was chosen for the two entrance alternative. This recommendation for approval supersedes all earlier designs. The staff was directed to supply Mr. Thompson with a detail of a pedimented doorway. PROBLEMS 620 South Front Street. Mr. Tyler presented to the Committee the owner's request for permission to install wooden storm windows without jeopardizing the building's eligibility for a plaque. The Committee agreed that wooden storm windows with appropriate muntins and a heavy center rail simulating the window sash would be acceptable. It is recommended that the Commission consider allowing the installation of wooden storm sash sympathetic to the building and that such sash not prevent the issuance of a plaque to a building. 124 North 9th Street. The Committee considered the owner's request for permission to demolish the existing building and to develop the lot along with the adjoining parcel of land. It was agreed to recommend to the Commission that the owner be permitted to demolish the building since it is not particularly significant and is in poor condition. ARCHITECTURAL COMMITTEE 2 18 January 1978 PROBLEMS ( Cont'd) 48 South 3rd Street. The owner's request to install a wider dormer on this three and a half story building was considered

The owner's request to install a wider dormer on this three and a half story building was considered by the Committee. It was agreed that the Committee would consider a proposal to install a double dormer of the period. Before an approval can be given, however, a measured drawing must be submitted for review. REHABILITATION SPECIFICATIONS 238-40 South 5th Street. The Committee recommended that the specification require the installation of two over two sash and shutters. If the developer chooses to restore the ground floor to commercial use, the existing storefront must be replaced with one of a Victorian character. 242 South 5th Street. Two over two light sash are recommended. All other items in the specifications are approved. 244 South 5th Street. The Committee recommended the approval of these specifications with the requirement that they call for the installation of two over two rather than six over six lights of glass. 246 South 5th Street. The Committee recommended that the Commission ask for the elimination of the storefront optics in these specifications. 248 South 5th Street. Approval of these specifications is recommended. PLAQUES 2002 Spruce Street. Mr. Tyler reported to the Committee on his inspection of this building. The Committee agreed that they would consider the building's eligibility for an altered plaque if the storm sash are removed and the brownstone repaired. 3001-33 Ryberry Road (Friends' Meetinghouse). Approval of an altered plaque is recommended. Respectfully submitted, Patricia Simientriowski Executive Assistant to the Chairman
