The HISTORIC VALUES COMMITTEE met, September 17, 1962, at 2:30 in the Historical Society of Pennsylvania. Present: Dr. Nichols, Chairman; Mr. Williams; and Dr. Tinkcom. The Committee approved the following buildings for certification: 221 S. 9th St. (c 1831) 508-510 Walnut St. (W. Strickland, architect of the western half) 31-33 S. 7th St. (built c 1837; remodeled c 1870) Masonic Temple, Broad & Filbert Sts. 1020-1028 Spruce, inclusive (1870 by John Stewart architect) 310 Market St. and in the Germantown and Roxborough areas 4128-30 Germantown Ave. Academy (c 1819) Indian Queen Lane west of Cresson St. Wissahickon Hall, Wissahickon Drive at Gypsy Lane 4432 Ridge Ave. 8232 Ridge Ave. 3950 Vaux St. The Quint Co's request that 15 S. 4th St. be certified was rejected. Recently, the Historical Commission has been asked to certify large numbers of houses in areas of the city which have long been known for their distinctive character; i.e. Powelton Village. Neighborhood associations, interested in upgrading their particular district, have asked that many houses in their area be certified because they believe that this will help them to maintain, or to restore, the original character of the neighborhood. This is pleasant testimony of the Commission's effectiveness and of popular approval of its aims. However, it seems to imply an extension of the Commission's powers beyond those set forth in Bill 695, and the Committee recommends that the problem be given further consideration before any action is taken.
