The Historical Values Committee of the Philadelphia Historical Commission met November 27, 1961, at the Historical Society of Pennsylvania. Present: Dr. Nichols, chairman; Mr. Dilworth, Mr. Williams, and Dr. Tinkcom. Contracts for the research staff of the Historical Commission were approved as follows: The Commission's budget for 1962 allows for professional services, including $350. for travel by Commission members or the historian $12,231.00 For Beatrice H. Kirkbride, 1200 hours @ $3.00 $3,600. " Richard S. Fuller, 500 hours @ $2.50 $1,250. " Edwin Iwanecki, 800 hours @ $1.25 $1,000. " A. Adele Rudolph, honorarium 750. " Marjorie G. Graham, " 500. " Margaret B. Tinkcom, 1000 hours @ $4.50; plus $300. expenses traveling at the direction of the Commission $4,800. Other requests for plaques were referred to the architectural Committee, since the architectural features of the buildings under review, rather that their historical ontrerest will determine the approval, or disapproval, of the requests. It was the Committee's considered opinion that all requests for plaques should in future be acted upon by the Architectural Committee. The Committee also suggested that some consideration be given to the neighborhoods whose quiet charm is enhanced by the honeycomb of narrow streets of small houses — Waverly, Panama, Benning — found both East and West of Broad Street. The houses on these streets are not important individually, but their preservation is essential if the atmosphere of the old city is to be maintained. Furthermore, although many of these houses, perhaps most of them, will probably never be "restored" to their original appearance, they serve history well by preserving the spirit, if not the architectural pretence appearance of their neighborhoods. It is proposed, therefore, that a citation in the form of a smaller, simpler plaque recognizing the value of a particular building to the continued well-being of the particular section to which it belongs be designed. These will be distributed in the same way as are the present plaques, except that archaeological restoration to the original state will not be required.
