MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE OF THE HISTORICAL COMMISSION 16 June 1976 Present: Herbert M. Levy, A.I.A., Chairman, Architectural Advisor to the Commission Theodore T. Barkley, Jr., A.I.A., Preservation Committee, Philadelphia Chapter of the American Institute of Architects Russell Minor, A.I.A., Philadelphia Redevelopment Authority Janet S. Klein, Vice Chairman, Philadelphia Historical Commission Richard Tyler, Historian Patricia Biemlordtowski, Executive Assistant to the Chairman Also: Gary Jones, Washington Square West Project Area Committee. Burton Glaser concerning proposed renovations to 1010 Clinton Street. SUBMISSIONS 1010 Clinton Street (preliminary), Burton Glaser, Architect. Mr. Glaser appeared before the Architectural Committee to request assistance in planning the rehabilitation of the building situate at 1010 Clinton Street. The building originally constructed about 1835 had undergone numerous alterations including the addition of a fourth story. It was the consensus of the Committee that unless further building were to be restored to its original condition, the basis fabric of the structure and the openings should remain unchanged. However, it was agreed, that in its present condition, the building could not merit a plaque. The Committee suggested that if the building were to be reduced to its original cornice line on the front, the back of the structure could be carried straight back from the highest point of the roof pitch. Furthermore, on the front facade the committee recommended the hanging of shutters on the lower floors and the installation of a one over one double hung window on the fourth floor. The Commission staff will supply the architect with details. Finally, a simple batten door, one part fixed, with a plain transom over it or a single batten door, with the sides of the opening barn door boarded in, is recommended for the present garage opening to give it the appearance of a garden entry. 314-16 South Camac Street (revised drawing), David Beck, Architect. The Committee reiterated its recommendation that a plain batten door be installed within the garage entrance on this building. If desired, the batten door can be divided in half with a vertical joint to give the appearance of being a double door. 706 South Front Street, J. Tournier, Architect. The architect's proposal for the complete restoration of this building was reviewed by the Committee and its approval is recommended. ARCHITECTURAL COMMITTEE 2 16 June 1976 SUBMISSIONS (Cont'd) 2025 Pm. Vernon Street, Irving Shariro, Architect. Approval of this proposal is recommended. The Committee

The Committee suggested that if the facade needed to be replaced because of structural problems, it should be taken down to the waterable and rebuilt. The architect might match the existing masonry — a pressed brick with a butter joint. Also, if an original door can be found on the block, it should be used as a model for the replacement of the door on this building. 1001-13 Chestnut Street (History Building), B. Bluestein, Contractor. The Committee asked the drawing to be inadequate and asked that the contractor be directed to submit a more detailed elevation and photographs of the existing condition of the building facade. 1902 Walnut Street, Robert Cotton, Owner. The Committee reviewed the drawing submitted and recommended that the first floor shutters have two panels and that the second and third floor shutters have their louvers divided into two sections. The meeting rail of the shutters should, of course, be taken the meeting rail of the windows. Finally, the stiles of the door should be in alignment. Profiles of door and shutter moldings are required. 1029-31-33 Spruce Street (shutter details), Lenny L. Leibowitz, Architect. It was agreed that the shutters recently hung at 1033 Spruce Street are current and that they should be duplicated for installation at 1029 and 1031 Spruce Street. PROBLEMS 206 South Fourth Street, Joseph Ottaviano, Contractor. The contractor's request to extend the gable wall a short distance to the adjoining building, keeping a three foot recess from the building line and having a minimum depth of the brick return on the adjoining building, was considered by the Committee. Approval is recommended. 305 Pine Street (basement entrance), Joseph Ottaviano, Contractor. The Committee suggested that a restuatiation, showing the relation of the existing cellar entrance, be presented for review. REHABILITATION SPECIFICATIONS 737 Spruce Street. Given covered design inconsistencies in the present structure, the Committee thought it proper to solicit the opinion of the attic association before making a final recommendation. ARCHITECTURAL COMMITTEE 3 16 June 1976 PLAQUES 125 Spruce Street. The Committee does not recommend the issuance of a plaque to this building since the window frames

ARCHITECTURAL COMMITTEE 3 16 June 1976 PLAQUES 125 Spruce Street. The Committee does not recommend the issuance of a plaque to this building since the window frames installed do not conform with those shown on the approved drawing. 114 Fairmount Avenue.
