REVISED MINUTES OF THE ARCHITECTURAL COMMITTEE MEETING, held in two sessions 19 December 1968; 11 January 1969 Present (2nd meeting) Mr. John F. Maurer, Secretary (twice) SUBMISSIONS 3206 Front Street, Carl Massera, Architect. An earlier, approved drawing by Brugger and Freeman, 1967, was called for and comparisons made with regard to window treatment. In consequence, Dr. Tinkcom was asked to authenticate the Front Street windows for the committee. It was agreed not to give an opinion until the result of Dr. Tinkcom's study was at hand. However, other recommendations were: In general, it was agreed that as much of the original fabric as possible be restored; that the brick be restored, not painted. It was agreed that the present exit door on Delancey Street be kept or matched. That the balconies be omitted; that the enclosing wall of the addition be of brick, not stucco. The Commission questioned whether the lobby requires a door on Delancey Street; and it would prefer that there be no marquee if practicable. Details of windows and doors are expected. Academy of Music type windows are recommended. 218 Spruce Street, A. DeRoy Mark, architect. The proposed treatment of the third floor is not approved. All original fabric must remain. It was pointed out that there is evidence of shutters on the two upper floors. Shutters may be panelled on all floors. The areaway is approved, but the Commission must have a design of the railing to be place around it. When the plans are resubmitted, profiles of the shutters are expected. 419, 421 S. Second Street., A. DeRoy Mark, architect. This submission is rejected. The first floor facade must follow the surveys on file, showing domestic fronts. 423, 425 S. Second Street, A DeRoy Mark, architect. This submission is also rejected. The first floor shop fronts must follow the early surveys more closely. Detailed drawings of both groups will be reviewed with interest when resubmitted. 238 Spruce Street. The Commission must have a drawing of the proposed cellar-way before any action is taken. Approved in principal only. 639 E. Church Lane, James T. Lile, architect. Rowland, architect. Two windows on the side wall should match. The Commission would prefer that they have no transom, but if transoms must be included, that they be elliptical. Another set of drawings is expected of the east facade. Note that brick sill should be eliminated from the east facade. And that shutters should be louvered. Profiles of these are expected. √ 434 Lombard Street, Carlos R. S. Smith, architect. This was approved. (Note: Mrs. Joseph Carson telephoned 8 January, to report that it had been ascertained that the first floor level of the front room had not been lowered) Problems Pennsylvania Hospital, Theodore Bartley, architect. It was the consensus that a letter of thanks be addressed to all concerned for the courtesy of the presentation by model at the 19 December 1968 meeting. It was pointed out that demolition of the structures on Delancey Street had already been approved to make way for the proposed central core. The Commission looks forward to continuing cooperation with the Hospital. Plaques Requested √ 1432 Lombard Street. This was approved √ 268-70 S. Second Street. This was approved √ 7402 Germantown Avenue. This was not approved. An award of Merit is in order instead. There being no further business, the meeting was adjourned at 5:30 P.M.
