MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 18 January 1977 Present: Herbert W. Levy, A.I.A., Architectural Advisor to the Commission Erling H. Lorna Katz, Architect, to request permission to demolish the building situate at 305 Gaskill Street. SUBMISSIONS 219-227 Wine Street. David Beck, Architect. Mr. Beck presented to the Architectural Committee for its review his proposal for the renovation of the existing buildings for use as multi-family dwellings. The Committee, after some discussion, agreed to recommend to the Commission the approval of this proposal with the suggestion that the fire escape on the front facade be removed and that the existing doors, on the upper floors, be replaced with windows if permissible under City Building Code regulations. 2311, 2328 and 2340 St. Albans Place. Ismail Abdul-Hamid, Draftsman. The Committee recommends the approval of this restoration proposal for each of the three buildings. 410 South 10th Street, James Tobin, Owner. The Historical Commission's preliminary review and acceptance of the proposed revision to the rear roof deck at 410 South 10th Street was contingent upon the owner's receipt of an approval from the Redevelopment Authority. In view of this qualification, final consideration of the proposal should be deferred until the Commission has been advised of the Authority's position on this matter. 943 Lombard Street. Burkart Stalsser, Architect. The Committee recommends that the Commission accept the architect's proposal in concept. Further study of the building is recommended. A review of working drawings and moulding details is required before final approval can be granted. 312-314 Race Street, Robert Sterling, Owner. The Committee recommends the approval of this renovation with the requirement that the globe lamps on the facade be replaced with Victorian period lighting fixtures. Of course, the building will not be eligible for a plaque until a complete restoration has been undertaken. Shaikholeslami, Architect. Approval of this proposal is recommended. 806 South Hancock Street, Schlosser/Rivera and Associates, Architects. The Committee reviewed this submission and recommends that the Commission approve it. DEMOLITIONS 305 Gaskill Street, Lorna Katz, Architect. The Committee reviewed the architect's request for demolition and her submission for new construction on the site and, after some discussion, agreed to recommend that the Commission allow the demolition of the existing building. It was noted that the original building had been drastically altered over the years and that it had undergone extensive water damage on the interior as well. In view of these considerations, it was agreed not to impose the six month withholding period. CERTIFICATION OBJECTIONS 4652 Hazel Avenue. The Committee took into consideration the owner's objection to the proposed certification of her home and agreed to recommend the exclusion of the building from the Commission's list for a period of time. REHABILITATION SPECIFICATIONS 924 Spruce Street. These specifications were distributed among the Committee members for review. They will be acted upon at the next meeting of the Committee. PROBLEMS 608 South Front Street. The owner's request to retain the existing 20th century dormer windows on this building was taken into consideration by the Committee. It was agreed that the existing dormers are not compatible with the 18th century building but that, in view of the need for light, shed dormers of the period could be installed to replace the later ones. 518 South 4th Street. The Committee asked that the Commission require the owner to submit a measured drawing of the illegal alterations made to the rear of this building. PLAQUES 434 Lombard Street. The owner's contention that the existing building was constructed as a store and, therefore, should be eligible for a "Certified Restored" plaque rather than a "Certified Altered" plaque was taken into consideration by the Committee. After some discussion it was agreed that the question required further research. The staff was asked to undertake this project and report its findings to the Committee. It is recommended that a plaque not be awarded to this building because of air conditioning units in the facade. 309 Delancey Street. The Committee

The Committee found the entrance door, alley door, transcom and brick arch o'er the cellar bulkhead to be incorrect. It is recommended that a plaque be denied.
