ARCHITECTURAL COMMITTEE MEETING January 26, 1962 THE MINUTES Present were: Mr. George K. Trautwein, Chairman Mr. John F. Lloyd, Redevelopment Authority Mr. Joseph S. Townsend, Jr., Old Phila. Development Corp Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Hauser, Secretary Messrs. Williams and Peterson were unavoidably absent PROBLEM 1237-1247 Lombard Street - Departure from approved plans Mr. Trautwein reported that he had been to the site and did not find sufficient reason to dispute the owner's right to make minor changes. However, it was recommended that in future, any deviation from approved plans will be turned over to the Department of Licenses and Inspections for correction. It was further recommended that a plaque will be denied the corner property, if requested. SUBMISSIONS 262 Spruce Street. The drawing of the facade was approved with the recommendation that louvered shutters be installed above the first floor window. Rear addition changes were referred to the Redevelopment Authority and other departments, the Historical Commission of exercising jurisdiction here. 215 Spruce Street. Photographs, showing ironwork thought to be original were approved. 412 Spruce Street. It was recommended that second storey shutters be Venetian, that panelling apparent in old photograph be copied. It was further recommended that details of mouldings, fanlight and door be copied from the photograph, with dimension layout of these to be shown on the next submission. It was recommended that the photograph be made available to the architect and that mention be made of the Commission's approval, in general, of this second submission. 238 Spruce Street. The drawing of a proposed wooden gate was approved, except that one inch dowels be used to form a grille in the archhead, meeting the top of the gate, rather than the proposed filled-in arch and eleven inch gap between it and the gate itself. 239 Delancey Street. It was recommended that the architect clarify all mordings of windows, giving carefull attention to buildings of the same period in the neighborhood. The drawing, as a whole is approved, if the second submission will obtain the above details. Ironwork should be included, indicating bare for basement windows instead of wire. On the recommendation of Mr. Lloyd, it was approved that the Commission give approval for a building permit for interior work to be undertaken at once. 312 Cypress Street. It was recommended that the architect study doorway details proposed for 306 Cypress Street, as doorway indicated on

instead of wire. On the recommendation of Mr. Lloyd, it was approved that the Commission give approval for a building permit for interior work to be undertaken at once. 312 Cypress Street. It was recommended that the architect study doorway details proposed for 306 Cypress Street, as doorway indicated on this submission is too light in weight and proportion for the period of the house. All other details are recommended for approval. 627 Pine Street. It was recommended that the stairwell be preserved if possible, for a two family unit – the main building for one family, the backbuilding for the other. If the Redevelopment Authority should approve the demolition of the piazza as the only solution to the special conditions posed, the committee recommends that the Commission concur, but is firm in its opinion that this motion ought to come from the Redevelopment Authority. 405-09 South Thirteenth Street. Drawing not acceptable. 5444 Germantown Avenue. On the basis of security, it was recommended that the Commission acquiesce to the request for a door with lights eliminating that the present door be removed and preserved unaltered. If the building should ever be returned to private use, the present door with its correct panelling, could then be returned to its place. 135 Fitzwater Street. In view of a condemnation order from the Department of Licenses and Inspections, the owner submitted a sketch of the facade as evidence of good faith that restoration of the building is to be undertaken as soon as the route of the Delaware Expressway is made clear. It was recommended that discussion of the matter be postponed to a later date, when it shall appear whether the building will stand or not. A REPORT from Mr. Lloyd 226 Spruce Street. The owner wishes to restore the building to its transitional period, when it was raised to three and a half storeys yet still had the penteave. It was recommended that this be approved, with a provision that the owner justify the size of lights indicated on his drawing. REQUESTS FOR PLAQUES Seventh and Walnut Streets. Approved 1212 Market Street. Approved if the building is to be certified. 338 South Fourth Street. Approved 104-06 Fitzwater Street. Approved if air conditioner be removed to a less conspicuous window. The Meeting was adjourned at 1:15 P. M. Respectfully submitted George K. Trautwein Chairman
