Drawing for the elevation was approved with a recommendation that the door not have panels on the inside, in order to assure a more solid quality. The comment was made that it is a pleasure to have a drawing of this caliber and that this certified building is, at last, to be fully restored on the outside. It is noted that the interior is almost entirely original; that only the plumbing and light fixtures are not original. 770-772 S. Front Street and 18 other certified buildings in the court known as Clymer Street, adjacent to them. The question on the legality of closing the street by a gate house was raised. If this is legal, the Commission will permit its erection, but only if the facade of 772 is fully restored. The pentaave indicated as a cove vent for the facade of 770 S. Front is approved, but in no other place. The court houses must be correctly restored. They are to have no shutters unless these are accurately designed and correctly hung on authentic hardware. No change in the fabric will be permitted. This includes retention of all doors and chimneys; no change in window height, position or size; no change in the level of the cornices; no change to the roof lines. Detailed drawings are expected; these are to include profiles of all moldings. Loxley Court, 121-123 Arch St and 7 other buildings in the court. The drawings are approved with the suggestion that the end buildings have stone steps similar to the buildings on either side; that new windows to be opened on the west, or rear, of the westernmost buildings either have be equal in size to all other original windows, or be made with three panes each in cover that the glass sizes be uniform. Commendations are in order for this excellent presentation. 1221 Spruce Street. No work on the exterior can be done until the architect submits an accurate measured elevation showing profiles of moldings of the door and shutters; correct repairs to the dormer and cornice. All original openings must be re- tained. The Commission is delighted that this building is to be rehab- ilitated and the exterior fully restored. A Report on Architectural Matters 23 May 1968 Page 2 PROBLEMS 900 Spruce Street. Dr. Tinkcom reported on action already taken a year ago, while Mrs. Maurer was in Japan. The Department of Licenses and Inspections states that, in view of the number of units planned a fire escape on the Night Streets side must be erected to provide a second means of egress for all apartments. Inasmuch as the present number of units does not conform with requirements of Redevelopment Authority, and in view of former recommendations from the Historical Commission, it was agreed that its position be unchanged. 333 S. Seventh Street. In view of conflicting information given the architect, the Historical Commission will permit the omission of the Seventh Street doorway, as he requested. The main entrance, therefore, will be on Delancey Street, for which adequate precedence is available. 1300 Spruce Street. Storm windows are permitted if painted to match the brick. Dark colors are suggested. Pointing must match the original in color, texture and striking. 139 Elfreth's Alley. This matter was referred to the Stated Meeting. PLAQUES REQUESTED 8316 Germantown Avenue. A plaque is denied until the building is accurately restored. 317 S. Eleventh Street. A plaque shall be assigned 622 Spruce Street. This was approved for a plaque. 350 S. Fourth Street. It was pointed out that the facade of this building is a reconstruction based on an old photograph showing four houses, of which this is the second from the Pine Street corner, to havebeen identical. Inasmuch as the Historical Commission did not review any drawing in this case, the house not being certified before its now restored state, the matter was referred to the Stated Meeting for ajudication, with a recommendation
