MINUTES OF THE 140th STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 27 January 1970 Present were: Hon. John B. Tyson Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Secretary Unless otherwise noted, the actions taken herein are the result of motions correctly made, seconded and carried. THE MINUTES of the meeting held on 28 October 1969 were approved as circulated. Note that the November meeting was cancelled and that, according to custom, there was no December meeting scheduled. REPORTS Historical Values Committee, Dr. Roy Franklin Nichols, Chairman. Dr. Nichols, being absent because of a death in the family, Dr. Tinkcom read the report. It was approved. Architectural Committee, Mr. John F. Lloyd, Acting Chairman. Three reports were read: November 18; December 16, 1969; January 20, 1970. All were approved. The Commission's Activities, Dr. Margaret B. Tinkcom, Historian. This was also a report covering November, December and January. The report was approved and, together with the other two, was directed to be filed with the official copies of the Minutes. OLD BUSINESS The Historical American Buildings Survey Catalogue. Dr. Tinkcom reported that the Commission has on hand $3,616.75 for the printing of the Catalogue and that an editor, Mr. Richard Webster, has been named by the Washington office of the Survey to prepare the manuscript. Cannon Ball Farm. Dr. Tinkcom reported that the Haas Foundation has made a grant of $5,500 to stabilize the structure by having a new roof put on this early building. The architect reported that this is an emergency situation and requested permission to begin work without going through the usual procedures. The Water Department is agreeable to this, and for its part, will clean out the accumulated debris from the interior of the house. Commissioner Baxter has also agreed that, if necessary, the house may remain on its present site for a couple of years. The Historical Commission approved the architect's proposal, since the structure is - and will remain - unoccupied. It was reported that the old plaque, placed on the bandstand by the City, is now in storage (Public Property, Room 743 City Hall). It was recommended that this be reinstalled, if practicable, rather than the proposed new plaque. This was approved. Redevelopment Authority's Proposals to demolish buildings along the north side of South Street in Washington Square West, Unit II. It was approved that the matter be deferred to the Redevelopment Authority, asking that the Commission be advised more fully on this matter. Independence National Historical Park Day. Dr. Tinkcom reported on the meeting held on 15 December to consider the program of the Independence National Historical Park and the necessity of completing it before 1976. All groups present had recommended the adoption of a resolution urging the Congress to appropriate the necessary funds to enable the National Park Service to finish the work now in process at Independence National Historical Park. It was further agreed at the December meeting that an INHP day be arranged at which time key members of Congress could be brought to Philadelphia to see the Park and learn at first hand its needs. Each organization represented was asked to contribute 330.00 to help defray the expenses of such a day. On motion of Mr. Pinkowski, seconded by Mr. Kelly and unanimously approved, it was agreed that the Historical Commission donate this amount from the Harry A. Batten Memorial Fund. Reprinting the Historical Commission's Ordinance. Mr. McSorley suggested that the Commissioner of Public Property be asked to write a letter to the President of City Council, requesting the reprinting of this ordinance by the City printer, explaining that the Historical Commission has many requests for it.
