MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 15 July 1975 Present: Theodore T. Bartley, Jr., A.I.A., Preservation Committee of the American Institute of Architects, Philadelphia Chapter. Erling H. Pedersen, A.I.A., Old Philadelphia Development Corporation Russell Mlinor, A.I.A., Philadelphia Redevelopment Authority Richard Tyler, Historian Patricia Siemiontkowski, Executive Assistant to the Chairman Also: John McIlhenry and Richard Nicolai, Fairmount Park Commission to present the Belmont Mansion proposal. Gary Jones, Washington Square West Project Area Committee. SUBMISSIONS Orniston, Fairmount Park, Theodore T. Bartley, Jr., A.I.A. Mr. Bartley's proposal for the renovation of this building were reviewed by Mr. Pedersen and Mr. Mlinor. The Committee agreed to recommend the approval of this project to the Board. Belmont Mansion, Fairmount Park, Peckham-Guyton, Inc., Architects. John McIlhenry, Historian for the Fairmount Park Commission, and Richard Nicolai, the Park's Public Relations Director, presented to the Committee a model and plans for the proposed construction of a restaurant adjacent to the Belmont Mansion. The Committee reviewed the project and unanimously agreed that the new building, as designed by Peckham-Guyton, Inc., evades and competes with the mansion. The Committee recommended that the Commission require further study and consideration of this project. Also, it was agreed that the Art Commission and the Historical Commission's Architectural Committee meet jointly to review proposed revisions to the project. 620 Spruce Street. The owner's request to install six over six light wash on the first floor of this building and to restore the dormer window wash to match that at 626 Spruce Street was reviewed by the Committee. Approval is recommended. One Girard Plaza, Mitchell/Giurgola, Architects. The Committee reviewed and recommended the approval of the proposal to install a new interior entrance vestibule for the Broad Street entrance of One Girard plaza. PROBLEMS 326 South Penn Street. At the request of the owner, the Architectural Committee again reviewed its recommendation concerning the issuance of a plaque for the building situate at 326 South Penn Street. The Committee agreed that the existing railing would be acceptable if the decorative scrollwork in the design were removed and only the plain ARCHITECTURAL COMMITTEE 2 15 July 1975 PROBLEMS (Cont'd) bars retained. This matter was tabled since the photographs, to have been submitted by the contractor, were not delivered in time for the meeting. 116 Queen Street. The Committee reviewed the problem concerning the restoration of the brick watertable and cellar openings of the building situate at 116 Queen Street. The Committee recommended the removal of the wood lintel and the repositioning of the stone lintel. All brick used in filling the wall must match the original; all pointing must be consistent in color, texture, and striking with the original. 794 South Front Street. The owner's request to construct a six foot garden wall on this property was approved. The Committee asks that the Commission, however, urge the owner to implement plans, for the reconstruction of the building originally on the site, as approved by the Commission in 1972. 913 Spruce Street. The owner's request to install a light into the front step of this building was refused. The Committee asks that the Commission recommend hanging an appropriate lighting fixture on the building facade. DEMOLITIONS 5100 Tabor Road, Barn. This request was tabled pending the receipt of a recommendation from the Fairmount Park Commission and the City Planning Commission. Women's Quarters of the Homeopathic Association of Pennsylvania Hospital. This request was also tabled pending the receipt of a recommendation from the City Planning Commission. REHABILITATION SPECIFICATIONS (and submission) 410 South Tenth Street. The plans for the rehabilitation of this building were reviewed and approved with the requirement that the D window in the gable wall be divided into four sections and that louvered shutters be hung at the third floor level of the gable wall.
