MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 5 August 1975 Present: Henry J. Magaziner, A.I.A., Chairman, Architectural Advisor to the Commission. Theodore T. Bartley, Jr., A.I.A., Preservation Committee of the American Institute of Architects, Philadelphia Chapter. Erling H. Pedersen, A.I.A., Old Philadelphia Development Corporation. Richard Tyler, Historian. Patricia Siemiottkowski, Executive Assistant to the Chairman. SUBMISSIONS Belmont Mansion, Peakin-Guyton, Inc. In order to expedite the review of the new submission of this project, the Architectural Committee heard its presentation at the Art Commission meeting of 5 August; this had been agreed upon by the Committee on 15 July. The present proposal, which has been approved by the Art Commission, moves the new building away and down from the Mansion and no longer has a structural effect on the Mansion. In view of this, the Committee, while not endorsing the site or plan, holds that this proposal does not fall within the jurisdiction of the Commission. If the project later entails any work on the Mansion, including the removal or application of paint, the plans should be submitted to this Commission for review. The Cliffs, Thalhimer and Weitz, Architects. This restoration proposal was also reviewed concurrently with the Art Commission at its meeting of 5 August 1975. The Committee agreed to recommend approval of this project to the Board. 236 South Seventh Street. The owner's request to retain and expose, on the interior, the existing cedar shakes and to cover the outside of the roof structure with new fabric was reviewed and accepted by the Committee. 416 South Second Street, Peter Tarantino, Architect. The drawing, as presented, for the installation of a window on the gable wall of this structure was rejected. The Committee suggested the introduction of either a large (shop window) or a small double hung window in line with the existing fenestration. 215 Chestnut Street. The owner's request for legalization of work completed on the first floor front of this certified building was reviewed by the Committees and rejected. The alterations, done without a building permit, are incompatible with the existing structure and cannot be approved. The Committee recommended sending a letter to the Department of Licenses and Inspections refusing approval of the application, and calling their attention to recent illegal alterations at 213 Chestnut Street. The owner's request to retain the existing basement entrance to this building, rather than restore the cellar bulkhead, was reviewed and accepted by the Committee. Although this variation from the approved plan is allowed, the house will not be eligible for a Commission plaque. 708 Locust Street, Arthur Jones, A.I.A. The architect's plan for renovations to the rear of this building were reviewed by the Committee and approval by the Commission is recommended. 410 South Tenth Street. The Committee once again reviewed the plan for the renovation of this building and agreed to approve it as submitted. DEMOLITIONS Barn, Tabor Road. This request for demolition was tabled pending the receipt of a recommendation from the Planning Commission. 332-34-36 South Thirteenth Street. At the request of the Church of St. Luke and the Epiphany, the Architectural Committee considered a request for permission to demolish the buildings situated at 332, 334 and 336 South Thirteenth Street to allow for the expansion of the St. Luke's Tower, an apartment house for the elderly. The proposal, already reviewed and rejected by the Washington Square West Project Area Committee, was also rejected by the Committee. It is recommended that the Commission enforce its legal power to withhold approval of the demolition of these buildings for the maximum time allowable under the ordinance. Osteopathic Hospital. This request for the demolition of the Osteopathic Hospital by the Redevelopment Authority was tabled pending the receipt of a recommendation from the City Planning Commission. PLAQUES 408 Lombard Street. Approval is recommended. 231 Delancey Street. The Committee did not recommend approval of a plaque for this house. It was agreed that the lantern should be removed or replaced with one of an appropriate style and scale. 421 Church Lane. The Committee will be pleased to recommend the approval of a plaque for this building as soon as it is repaired. In its present condition, however, the house is not eligible for a plaque. 2127 Mt. Vernon Street. Approval is recommended. ARCHITECTURAL COMMITTEE 3 5 August 1975 PLAQUES 2114 Green Street. Mr. Tyler reported to the Committee on his inspection of this building and recommended that the Committee

ARCHITECTURAL COMMITTEE 3 5 August 1975 PLAQUES 2114 Green Street. Mr. Tyler reported to the Committee on his inspection of this building and recommended that the Committee act favorably on this request. The bay window is copper and not tin as the Committee had suspected. It was agreed to recommend approval to the Board. 2116 Green Street. Mr. Tyler also inspected the adjoining structure at 2116 Green Street and noted that it required some repairs. Approval of this plaque is being withheld until the building is repaired.
