THE MINUTES of the October 26, 1965 Stated Meeting were approved as circulated. REPORTS The Historical Values Committee, Dr. Roy Franklin Nichols, Chairman. After comments from Mr. Ferguson recommending that there be no allocation of the funds for research at this time, the report was approved. Three buildings were proposed for certification - a house attached to the east and attached building at the rear of a structure to the west of Loxley Court; the at Club, 220 S. Broad Street; St. Peter's Church, Wayne & Harvey Streets. The Architectural Committee, Mr. Trautwein's report was approved as read. Eight submissions, four proposals for qualified restoration were reviewed; two requests for demolition from Redevelopment Authority approved and two requests for plaques were granted. The Commission's Activities, Dr. Margaret E. Tinkcom, Historian. Among items reported by Dr. Tinkcom was a discussion on the possibility of putting the Commission's records on tape for computer scanning. Mr. Ferguson expressed interest. He agreed to send a representative from Finance Department to help explore the use of IBM records of historical data, when more information has been gathered. The Historian conducted one Walking Tour for the Baldwin School; made three speeches on work of the Historical Commission; took part in the panel discussion held in the Law School by the American Institute of Planners. The Historian was asked to review the Winterthur album on Philadelphia and to suggest amendments to it. She also gave LIFE MAGAZINE information on the Head House and Market; Head House Square and 128, 130 Delancey St. Dr. Tinkcom's report was approved. It was directed that this and the other reports be filed with the official copies of the Minutes. The Photographic Division, Department of Records, sent a photographer to take a number of views of the Members of

THE MINUTES -2- November 30, 1965 OLD BUSINESS Benjamin Rush House, Red Lion and Academy Roads. Mr. Taxin reported that he had had several meetings with the Hyman Korman Corporation representatives including their tax expert, and that he will have a full report for the Commission at its next meeting. 516 Woodland Terrace. It was stated that the West Philadelphia Corporation had notified the Commission that the present owner, who had intended alterations the Commission would not approve, had decided to sell this house, once the home of Paul Cret, world renowned architect. Mounted Signs, Head House Square. As requested by the Art Commission, this Commission acted by approving the submitted drawing and landscape plan for three mounted signs. NEW BUSINESS Proposed Text for a Bronze Tablet, 242 South Third Street. The work "Envoy" shall be altered to read: "Diplomatic Representative." The balance of the submitted text was approved. The tablet will designate the present building as the site of the first Spanish Consulate, during the Revolutionary War. Old First Church, 320-330 Race Street. It was approved that the officials of this body be encouraged to restore the church and 251 North Fourth Street. It was agreed that the amount of land to be involved with this restoration project is not within the jurisdiction of the Historical Commission. Possibility of moving certified buildings in the 500 block of S. Front Street under the provisions of Bill 89-117. It was agreed that the letter of the President of the Society Hill Civic Association be sent the addresses of the buildings of historical importance in that area and that the Association be encouraged to explore the possibility of securing the necessary funds through this Bill.
