THE MINUTES OF THE FORTY-NINTH MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION February 28, 1961 Present were: Mrs. Richardson Dilworth Dr. Roy Franklin Nichols Mr. Charles E. Smith, Clerk Unless otherwise stated, all actions reported herein are taken after motions properly presented, seconded and carried. THE MINUTES of the January 31, 1961 Meeting were approved as read. REPORTS Dr. Nichols read his report on the meeting of the Historic Values Committee, which is attached. It was moved and seconded to approve the report as read. Mr. Trautwein read his report on the Architectural Committee meeting. This report is attached. It was moved and seconded that the report be approved. Dr. Tinkcom read her report on the Commission's activities. It was moved and seconded that this report be approved as read. It is attached to the official copy of the Minutes. The Commission agreed that Dr. Tinkcom should attend the San Francisco meeting of the American Association for State and Local History and decided that the Commission would pay her plane fare ($207.00) and expenses. OLD BUSINESS Third Street houses. The Chairman reported that the amended drawings for the east side of Third Street in the block opposite the Powel house are an improvement over those exhibited by the Board of Design earlier this year. He reported that Mr. Alhart agreed to send a set of drawings to the Commission for its review. THE MINUTES -2- February 28, 1961 The Delaware Expressway. The secretary was asked to read Mr. Melvin's letter to the City Planning Commission, dated February 15. It was recommended that a map be prepared showing all the certified buildings in Southwark between the River and Second Street from Aramingo Avenue to Gloria Dei. This will be ready for review at the March meeting. Letters will be sent to Mr. Melvin and to Dr. Stevens, reporting that the Commission is studying the Expressway and noting that more than two hundred buildings in Southwark have been certified. These should be considered as well as Gloria Dei and the Shot Tower when the route is decided upon. Schuylkill Arsenal. It was recommended that a letter be sent to Mr. Ronald Lee, stating that the Schuylkill

Schuylkill Arsenal. It was recommended that a letter be sent to Mr. Ronald Lee, stating that the Schuylkill Arsenal merited recognition by the National Park Service and suggesting that Mr. Shedd come to the Commission's office to see the file on the Arsenal. Brick Work and Pointing. No report was made at this time. The matter was tabled. NEW BUSINESS Senate Bill No. 172 (Forwarded to the Commission by Dr. Stevens.) The Commission agreed to send a letter to Dr. Stevens, stating that the Commission will study the bill and report after its March meeting. Architectural Clinics under auspices of Society Hill Area Residents' Association. It was agreed that the Commission should not be officially represented at these clinics. It was further recommended that Mr. Nicholson be informed by a letter that the Commission's records are available for preparation for these meetings in the Commission's office. Associated Home Owners. This organization asked for the names and addresses of owners of certified dwellings in Unit I and II. The Commission will also make these records available to a representative of the AHO in the Commission's office. Jefferson Hospital's Expansion Program. The secretary was asked to read a letter from Mr. William W. Bodine, President of Jefferson Medical College, and a copy of his letter to the Mayor, concerning the area between 10th, 11th, Walnut and Spruce Streets. It was moved and seconded that a letter be sent to Mr. Bodine, saying that the Commission is studying the area. A map showing the certified properties which will be involved in the Hospital's plan will be prepared for the March meeting. 414 South Tenth Street. It was the consensus that the work the owner proposed to do constitutes a rehabilitation, not a restoration; that approval will be granted providing good brick is used in rebuilding the front, and marble steps and sills are included. Under the circumstances, no plaque will be authorized for the house. The meeting was adjourned at six o'clock. Respectfully submitted Charles E.
