THE MINUTES OF THE ARCHITECTURAL COMMITTEE MEETING 16 September 1969 Present were: Mr. John F. Lloyd, Architect, Redevelopment Authority Mr. Erling H. Maurer, Executive Assistant to the Chairman Patricia Siemiontkowski, Secretary SUBMISSIONS 419-21 South Second Street, A. DeRoy Mark, Architect. Mr. Moss and Mr. Mark made their presentation to the Committee requesting clearly that they be permitted to use a commercial rather than a residential front. Mr. Moss and Mr. Mark were excused and the Committee in executive session decided that a commercial front be permitted provided that the architect design it to conform to the insurance records on file in the Commission office. The Committee also understands, as stated by Mr. Moss, that the Ross House will be restored with a residential facade. A confirmation of this in writing will be requested. 129-131 Lombard Street, A. DeRoy Mark, Architect. This was approved as a preliminary submission. Details of doors, shutters, cornice, etc. are required. 3503 Baring Street. The Committee will not permit the owner to remove the Victorian porch. It was suggested that he be informed of the loss of value to the property involved if this fine piece of woodwork is removed. 228 Pine Street, L. Leibowitz, Architect. The Committee approved the steps but commented that the railing was not appropriate. It was suggested that the architect consult Wallace's book on Colonial Ironwork. Some recommendations made were: page 94, 246 Delancey Street; page 99, 411 Spruce Street; page 108, 620 Race Street. The railing looked at 232 Pine, if it still exists, would also be an appropriate design. 318 Gaskill Street, Roland Davies, Architect. Stucco at the base of the building should be removed and brickwork restored. It is also assumed that the window lintels shown on the drawing will not be installed and that since pintels are present, shutters should be hung if the building is to be eligible for a plaque. 309 South American Street, Roland Davies, Architect. PROBLEMS 522 Delancey Street, Robert Bray, owner. A list of street facade changes and a photograph (no less than 3 x 5) showing the present condition of the building must be presented to the Committee for review before action will be taken. 600 Spruce Street, New architect. It was reported that no response was made to the Philadelphia Historical Commission's letter of February 14, 1969 asking for a new submission for the south elevation of this building. The owner will be informed that the demolition permit for the backbuilding was approved with the understanding that the south wall would be restored correctly. We respectfully request that the owner cooperate with the Commission in this matter and supply the necessary plans at once. DEMOLITIONS - WAIT 5309, 5311, 5313, 5315 Germantown Avenue. This matter was tabled pending a report from Tom Valleau of Colonial Germantown on the structure to be erected on that site. PLAQUES 1135 Waverly Street. Approved. 324 Lombard Street. Tabled until Mr. Lloyd can make a visual survey of the restoration. # 3 Loxley Court. Plaque approved. 1207 Rodman Street. A plaque was not approved for this building. It was suggested that the owner be reminded that a plaque is awarded for total restorations only and although we are sympathetic to his problem we cannot deviate from our policy. 123 Lombard Street. Approved. 236 Delancey Street. Approved. 341 South Fourth Street. Research to see if the house is certifiable must be done first. A plaque may be awarded later.
