MINUTES OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 11 June 1974 Present: Mr. Henry J. Magaziner, A.I.A., Chairman, Architectural Advisor to the Commission Mr. Erling H. Pedersen, A.I.A., Old Philadelphia Development Corporation Mr. Theodore T. Hartley, Jr., A.I.A., A.I.A. Preservation Committee Mr. Richard Tyler, Historian Ms. Patricia Siemiontkowski, Executive Assistant to the Chairman SUBMISSIONS Philadelphia Museum of Art, GEDDES BRECHER QUAILS CUNNINGHAM, Architects. The proposal for window renovation and for the installation of new exterior doors was reviewed by the Architectural Committee and approved. 1436-38 Lombard Street, Philip Mastrin, Architect. This submission for the renovation of the Baltimore House was reviewed by the Architectural Committee and approved with the requirement that the thru wall air conditioning units be eliminated. The Committee, however, will allow the installation of slim line window units which project not more than three inches over the window sill. The window units are not permanent and, therefore, do not do irrepairable harm to the structure. Finally, it is the recommendation of the Committee that the owner be asked to consider the accurate restoration of the first floor facade. Such a project would entail a reconstruction on the first floor of the original residential character with two entry doors, side by side, and flanked by a pair of double hung windows; the appearance would then be two windows, two doors and two windows. 325 Fitzwater Street (not certified), Nick James Chimes, Architect. This submission was reviewed by the Committee and approved with the suggestion that the architect install marble steps (or pre-cast concrete) and watertable. The architect will be informed of the Committee's decision to consider this building for a plaque if the alterations are carefully executed and if they meet the Committee's requirements for this award. [This structure is not certified but will be presented at the next Commission meeting for consideration at which time this Minute becomes applicable] 1013 Pine Street, PISTILLI AND ROTH, Architects. The plan, as presented, was approved with the recommendation that shutters be hung at all three floors with paneled on the first, and louvered on the second and third. 321 South Sixth Street, A. Because of the poor condition of the existing facade of this structure, the architect was given permission by both the Historical Commission and the Development Authority to replace the front with one similar to that at 319 South Sixth Street or with

It was agreed, however, that the architect's proposal must be submitted for review and approval, by both the Commission and the Authority. As a result of this action, the Committee reviewed Mr. Mark's proposal for a contemporary facade at this location. It was unanimously agreed that the design and scale of the facade were totally incompatible with the streetscape and that the Commission ask Mr. Mark to restudy his proposal. It was suggested that a composite elevation, showing the structures on either side, or any subsequent proposal be submitted. 2 RESUBMISSIONS 328 Queen Street, Nick James Chimes, Architect. The Committee was pleased to see the new architect followed the Committee's suggestions as outlined in the Minutes of 14 May 1974. The proposal, as presented, was approved with a recommendation that the second floor window sash be reversed with the taller sash below and the smaller above. If this recommendation is not acceptable, the Committee suggested that the architect consider the installation of triple hung windows at this level, or the use of four over four sash with a panel at the floor level. PROBLEMS 104 North Woodstock Street (report from Mr. Pedersen). Mr. Pedersen reported his inspection of the pointing which was supported by Mrs. Kirkbride. Although the pointing is not completely accurate, it is satisfactory to the Commission. An Award of Merit will be sent to the owner. 212 Christian Street. The Committee reviewed recent photographs of the illegal platform constructed, without a building permit, at this location. It was agreed that the owner be required to remove this obstruction. PLAQUES 1932 Mount Vernon Street (not certified). A Plaque cannot be awarded until the aluminum sash and kickplates are removed, the paint is removed from the watertable, and the mailing, if one existed, is replaced. This request for a plaque was unanimously approved. 227 North Camac Street. Until this building is accurately restored, no plaque can be issued. Storm

The Committee compared the finished work with the approved drawings on file in the Commission office and agreed to award the building a plaque since the plans were accurately executed.
