THE PHILADELPHIA HISTORICAL COMMISSION ARCHITECTURAL REVIEW 19 June 1968 Present were: Mr. John F. Lloyd for Redevelopment Authority Mr. Erling H. Pedersen, for Old Philadelphia Development Corp Mr. Richmond P. Miller Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer, Secretary Mr. Lee Nelson, National Park Service. SUBMISSIONS Arch Street Friends Meeting, between 3d & 4th Streets. The Chairman of the Commission had invited Mr. Lee Nelson, Architect for National Park Service and consultant to the Friends' Committee in charge of the proposed alterations, to attend the meeting to discuss the interior plans on the basis of his report to the Society of Friends made after extensive archaeological study. Mr. Nelson reported in his opinion the firm of Cope and Lippincott have respected the architectural values of the old structure in their submission. Mr. Nelson recommended that a variance be sought to preserve original windows with their crown glass and other original features within the structure. This was agreed to and it was resolved that the Historical Commission support the National Park Service's recommendation to preserve all interior windows and doors as they exist and recommended the installation of a modern smoke and fire alarm system instead of fire doors. It was reported that a letter, asking for the Commission's help in obtaining variances, is in transit from Mr. Paul Cope, the architect most closely involved. The Committee also recommended that more appropriate, indirect lighting fixtures be considered; and the retention of the present fixtures in use to light the proches. Mr. Lee Nelson was thanked for coming to the meeting and excused. It was the Historical Commission's consulting architects wish that copies of Mr. Nelson's report be made available for them at once for study. 330 S. 4th Street. The elevation showing details for a full restoration of the exterior was approved with the strong recommendation that the first floor windows be made to match the original second story windows in size and design. (See note on the plan to this effect) Also note that the door mouldings have been incorrectly copied. 315 S. 6th Street. It was recommended that the request to omit the frontispiece, shown on the elevation, be granted and that profiles of the door moulding be used for the panelled shutters, scaled to appropriate size. Approved with the comment that the panelled shutters should not have defined panels on their reverse side, but should be flush with a narrow bead. 1041 Lombard Street. This was approved except that the rails of the panel- led shutters as shown are not well proportioned; they should be narrower. 8225-27-29 Ridge Avenue. The presentation is approved except that it is required that the deleted doorway of 8229 be retained. All other clo- sures are approved. Comment was made that the new railings are shown to be wrought iron in one place; but as galvanized pipe on another sheet. Wrought iron is expected. Other aspects of the submission are approved. 268-70 S. 2nd Street. Interior alterations are approved. 334 and Spruce. Dormitories for the University of Pennsylvania. A new stairway and exit to the inner quadrangle is approved. PROBLEMS Clymer Court behind 770-772 S. Front Street. Mr. Lloyd referred to his con- crence with J. Gross & Bro. (Mr. Arris) who has agreed to remove all pents and to keep the original windows with some exceptions. On the south side of the court, extra doors may be removed, since the new patio walls will obscure the change. On the north side of the court, the original windows are to be retained, as well as the origi- nal cornice line. The original third story windows may be enlarged by a solid panel to the floor (see those at 524 Spruce Street). Grill work over the panels shall be straight, not corsed. In summary, the recommendations Mr. Lloyd made to Mr. Arris shall be followed pre- cisely. A new set of drawings for the court building is expected. Loxley Court, 323 Arch Street. Present 1890's store front may be retained for the present. However no plaque will be issued until a shop front of the proper 1840's style has been restored. 321 Arch. The Commission will not agree to this change since it is out of keeping with the date of the structure. Bell's Court, Orianna Street above Spruce. The prospective purchaser asks permission to have an existing window converted to a door; he also asks what kind of wall or fence is recommended. It was agreed that a brick wall or brick piers with a connecting iron fence are permitted. The garden should be designed to allow entrance from the front of the house. Permission cannot be given to convert the existing window to a door. Minutes of the Architectural Review 6.19.68 Page 3 PLAQUES REQUESTED 430 Pine Street. Approved. 133 Pemberton Street. This will be approved when the present incorrect fanlight in the transom space above the door is changed to a three-light transom. Broad and Girard. Approved if the sign above the grand entrance is modified to a more appropriate design consonant with this elegant building.
