Ivan Grossman, Draftsman, to present his elevation drawing for the restoration of the ground floor of 115 North 3rd Street. Russell K. Thomson, Jr., Architect, to present his plans for the restoration of 117 Pierce Street. SUBMISSIONS FOR ALTERATIONS 115 North 3rd Street, Lenny Leibowitz, Architect. Mr. Grossman, Draftsman, presented to the Committee for consideration his elevation drawing for the restoration of the ground floor front of 115 North 3rd Street, a mid-nineteenth century commercial loft building. The proposal, as submitted, called for the conversion of the window within the south bay into a door to match the existing entrance within the north bay. One doorway will serve as a commercial entrance, the other will provide access to the upper floor apartments. The Committee recommended that the Commission approve the renovations as presented to the Committee by Mr. Grossman. Lemon Hill, Samuel E. Farrington, Consulting Engineer. The Committee reviewed the revised plans for renovations to Lemon Hill and found them to be acceptable. All the required changes, as outlined in the Commission's letter of 8 August 1960, were included in the new proposal. The Committee recommended that the revalorization be approved. 117 Pierce Street, Russell K. Thomson, Jr., Architect. The Committee reviewed the architect's plans for the restoration of this small, two-story frame house and made several recommendations. Although not a certified building, Mr. Thomson presented his plans for the Committee's review since he intends to request certification of the house at a future date. Because little information on the building was available, the staff agreed to visit the site and examine the structure with the architect to determine the building's eligibility for certification and to answer some questions regarding its restoration. A revised set of drawings will be submitted to the Committee based on the results of that examination. The Committee recommended that a plaque not be issued

The Committee recommended that a plaque not be issued to 417 Fulton Street until the transom light and cellar window have been corrected to conform with the approved plans on file in the Commission office. 320 South 4th Street. The Committee recommended that the Commission approve the replacement of stolen plaque No. 339 for 320 South 4th Street. 2223 Green Street. The Committee recommended that a plaque not be issued to 2223 Green Street until the bay windows on the side of the house have been restored. 521 Delancey Street. Mr. Bartley, who agreed to inspect the building, reported subsequently that the house did indeed merit a plaque. It is recommended that a Certified Restored Plaque be issued to 521 Delancey Street. 626 S. American Street. The Committee recommended that a plaque not be issued to 626 S. American Street until the restoration is complete. The Committee noted specifically the unfinished cellar bulkhead. 710 Pine Street. The Committee recommended that a plaque not be issued to 710 Pine Street. The completed work does not agree with the approved drawing on file in the Commission office. 312-314 Gaskill Street. The Committee reviewed again the owner's request for a plaque for 312-314 Gaskill Street. While the members agreed to accept generic shutters on the second floor, the dormer window must be correctly restored with six-over-six light sash before a plaque can be issued. 1221-1223 Locust Street. Mr. Levy agreed to inspect the buildings and report his findings to the staff. The Committee recommended that no action be taken pending the receipt of Mr. Levy's report. 124 North 3rd Street. The Committee recommended that no action be taken on this request at this time. Mrs. Ratcheler agreed to inspect the building and make a report to the staff.
