THE MINUTES of the Stated Meeting held 5 February 1976 were approved and directed to be filed. BUSINESS The Report of the Architectural Committee for 26 February 1976 was reviewed and accepted with two corrections. The Commission accepted the Committee's recommendation to allow the use of aluminum replacement windows in historically certified buildings and to judge these windows as wood sash would be judged. However, the Commission asked that the words "in-sash" be struck from the report since replacement windows manufactured by other firms meeting the Commission's criteria will also be acceptable. Also, in the paragraph concerning the property at 112 Kamilworth Street the Commission noted that the word "Commission" should be substituted for the word "Board." Recommendations by the Staff for the Certification of Buildings, Richard Tyler, Historian. The Commission agreed to accept the request of the DePeyster A.M.E. Church for the certification of their church building situate at 6320 Ashton Road. Report on Staff Activities for the month of February, Richard Tyler, Historian. Dr. Tyler's report was approved and directed to be filed with the official copy of the Minutes. MINUTES (Cont'd) 2 4 March 1976 OLD BUSINESS Historic American Buildings Survey Catalogue, Richard Tyler, Historian. With the manuscript for the catalogue completed and in the possession of the Temple University Press, Dr. Tyler asked the Board to authorize the payment of $600.00 to the publisher as previously approved. Dr. Tatum moved the approval of the cancellation of the grant of $150.00 for the indexing of two copies of the manuscript. A motion to approve both requests was made, seconded and carried. The design of the plaque and the wording on the face were discussed by the members as was the criteria for the issuance of the plaque. The objection to the issuance of the second plaque by Mr. Finkowski brought about further discussion concerning the intent of the plaque, the meaning of participation, and other questions. Upon the recommendation of Commissioner Gitter, Mrs. Klein appointed a Committee to study the issue and present its findings to the Commission. The following persons were asked to sit at the committee: Edward Finkowski, Herbert Levy, David Rosenthal and Richard Tyler. There being no further business, the meeting adjourned at 4:45 P.M.
