Minutes of THE ARCHITECTURAL COMMITTEE MEETING of 25 June, 1964 Present were: Mr. George K. Trautwein, Chairman Mr. R. Norris Williams, II. Mr. John F. Lloyd for the Redevelopment Authority Mr. Erling H. Pedersen, for the Old Philadelphia Development Corp. Dr. Margaret B. Tinkcom, Historian Mrs. Charles J. Maurer Mr. Richmond P. Miller was unavoidably absent. PROBLEMS Dr. Tinkcom reported on the condition of the Head House clock, referred by the Department of Public Property. See report attached. 400 S. Second Street. A letter from Mr. Frank Weise, asked the Commission to give further consideration to a commercial front and side, as formerly submitted, having three bulk windows. It was recommended that a reply record the fact that the Commission has endeavored to persuade the architect to restore the building to its original, domestic front, but in view of the circumstances, the Commission will permit the store front as requested. It shall be understood, however, that this does not establish a precedence for other structures in the project. The certified buildings on the east side of S. Second Street must be restored to their original condition without exception. SUBMISSIONS 117 Lombard Street. A letter from the architect was read and considered. It was recommended that the segmented arches should be carried over to the east wall at the first and second levels, in spite of the request that these have straight lintels. Review of the design for the street facade was deferred. 229 Spruce Street. It was the opinion of the Committee that sash should be six over nine, rather than six over six. In all other details the drawing is approved. 262 South Third Street. The drawing is approved with retention of the present six over six sash, not indicated in the drawing at the third floor level. The Balcony may wait if this is really necessary, but the delay will result in an incomplete restoration and no plaque can be authorized until every detail correctly finished. 512 Cypress Street. Plans are approved with a caution to see that the barge boards narrow correctly as they approach the ridge of the roof. 507 Delancey. Plans are approved with the same warning. It is recommended that either nine or nine or six over nine sash be used; the latter is the better. 236 S. Seventh Street. The drawing of the door is approved. The drawing is approved with the recommendation that brick, cleaned and correctly repointed be the treatment for the facade. If necessary to paint the brick this will be allowed. If stucco must be replaced, it is recommended that galvanized mesh be applied and that the stucco be as fine grained as possible and painted white. 128 Fitzwater. The preliminary drawing was conditionally approved. A detailed drawing is requested, showing correct shutters and a solid door. Downspout may remain centered. 803 South Second Street. It was recommended that the doorway be centered beneath the southernmost window; that a lally column be introduced to support the I beam as indicated by Mr. Lloyd, and that the large window be centered under the other second story window. The pent can then be dispensed with altogether. 1013-15 Spruce. This drawing is approved, with the recommendation that muntins be introduced to both transoms, dividing the glass in four parts. 260, 262 S. Alder Street. The drawing is approved 255 Warnock Street. The drawing is approved. PLAQUES REQUESTED 127 West Highland Avenue. Plaque authorized 1016 Clinton Street. Plaque authorized First Baptist Church, 17th & Sansom Street. Plaque authorized 6309-13 Germantown Avenue, Concord School. Plaque authorized. 6316 Germantown Avenue. This must be fully restored before a plaque can be authorized.
