Unless otherwise noted, all actions taken herein are the results of motions correctly made, seconded and carried. THE MINUTES of the Stated Meeting of the Philadelphia Historical Commission held on 5 April 1979 were reviewed and a correction was made. Mr. Pinkowski asked that in the second paragraph under the heading of plaques, the minute be changed to read "notification to the owner" rather than "notification of the owner." Subject to the aforementioned amendment, the Minutes were approved and directed to be filed. REPORTS The Report of the Architectural Committee for 18 April 1979, Herbert W. Levy, A.I.A., Chairman was approved and directed to be filed with the official copy of the Minutes. Report on Philadelphia Historical Commission Staff Activities for the month of April, Richard Tyler, Historian. Dr. Tyler's report was approved and directed to be filed with the official copy of the Minutes. 236th STATED MEETING 2 3 May 1979 OLD BUSINESS Application for a Philadelphia Historical Commission Plaque, Richard Tyler, Historian. Mr. Tyler presented to the Historical Commission members a draft of the application for a Historical Commission plaque as prepared by the staff. After a brief discussion of the draft and a clarification of several items in the application, the Commission asked Mr. Rosenblum to study the application and report his findings to the Commission at its next meeting. NEW BUSINESS Proposed Southwark Historic District Sign Ordinance, Queen Village Neighbors Association. Jennifer Smith and Roseanne Buenapane of the Queen Village Neighbors Association appeared before the Philadelphia Historical Commission to ask the Commission's support for the passage of Bill No. 1957 amending Chapter 14-2000 of the Philadelphia Zoning Code. This proposed amendment would offer the Queen Village area protection from inappropriate signage, particularly billboards, through the implementation of stricter controls. After

After some discussion of the merits of such an amendment, the Commission members, at the request of Counsel, urged the Queen Village Neighbors Association to obtain the endorsement of both the Philadelphia City Planning Commission and the Art Commission. It is understood that the City Planning Commission has been con- sidering various changes to the proposed ordinance and will act upon the issue at a later date. Once the support of these two organizations has been secured, the Historical Commission will consider the amendment again.
