DRAFT MINUTES OF THE 112th STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 28 February, 1967 Present: Dr. Roy Franklin Nichols, Chairman pro tempore Mr. Richmond P. Miller Mr. Charles R. Naurer, Secretary Unless otherwise noted, all actions taken herein are the result of motions properly presented, seconded and carried. THE MINUTES for the Stated Meeting held 31 January were approved as circulated. REPORTS Architectural Committee - Mr. George K. Trautwein, Chairman. In Mr. Trautwein's absence, the Chairman pro tempore asked the Secretary to read his report. This was approved. Historic Values Committee - Dr. Roy Franklin Nichols, Chairman. Dr. Nichols asked Dr. Tinkcom to read his report. Action taken in connection with this report will result in a memorandum to Mr. Simon asking for a written statement from the Civil Service Commission that Dr. Tinkcom is reinstated without a break in service, as a result of notice sent her, in error, that her service had been terminated as of 27 February, 1967. This, and Dr. Nichols' Report were approved. Dr. Nichols also asked for a report on Model Cities as part of his report. See later in these Minutes. Dr. Tinkcom asked Dr. Nichols to report on three meetings held in recent weeks to discuss the writing of a cooperative history of Philadelphia. An executive committee of which Dr. Nichols and Dr. Tinkcom are members has been named to supervise and coordinate the manuscripts. Commission Activities - Dr. Margaret B. Tinkcom, Historian. Among items in Dr. Tinkcom's Report were the following: Southwark section of the Delaware Expressway. During the recital of this, Mr. Tyson asked if this were tied in with the cover of the portion through Washington Square East. Dr. Tinkcom said this should be, but is not. Dr. Tinkcom spoke of the appointment she and Mr. Goodstein had with Mr. Chase of City Representative's Office Wednesday to discuss the publication of the Commission's survey records; of the workshop [HANDWRITTEN NOTES: Top right corner: "Approved 5/9 m.t." Report was approved. OLD BUSINESS The McNeil Foundation. A grant of $2,500. has been

Report was approved. OLD BUSINESS The McNeil Foundation. A grant of $2,500. has been requested to carry on the Philadelphia Historical Commission's work of reviewing Mutual Assurance Company records to 1850. A report on this application will be sent after March 13. Trust Fund for the Historical Commission. It was reported that Mr. George K. Trautwein had already given the Commission a check to start a fund to be named the Harry A. Batten Fund. It was resolved that Mr. Trautwein be appointed to administer this fund in accordance with the outline of procedures set forth in Mr. Ferguson's letter of 20 January, 1967. Mrs. Maurer was directed to write to Mr. Trautwein, expressing the Commission's appreciation of his generous contribution to the Harry A. Batten Fund and advising him of his appointment as Administrator. In this office, he will work with Mr. Ferguson, who expressed ready willingness to assist him. NEW BUSINESS Model Cities. The Chairman, pro tempore, asked Dr. Tinkcom to report on this. Dr. Tinkcom complied by stating that City Planning Commission had been to the office to ask for a list of some buildings of historic importance in the area. The Planning Commission also asked Dr. Tinkcom to estimate the number of assistants she will need and the funds required to pay for a six month study of the area between Spring Garden and Lehigh Avenue; River to River. Comments on what is already known about the area we're made and what might be expected to turn up during the survey. Dr. Tinkcom reported that Mr. John Milnor, who had done the survey of Southwark, with the grant made possible by the American Philosophical Society last summer, will be asked to supervise the field survey. Mr. Ferguson reported that funds for this project should be available April 15. Mr. Simon's absence. The Chairman, pro tempore, directed that the Secretary convey to Mr. Simon the Members' regrets that he was unable to be present. This was approved.
