Peterson, A.I.A., Old Philadelphia Development Corporation Russell Hilme, A.I.A., Philadelphia Redevelopment Authority Richard Tyler, Historian Patricia Simendowski, Executive Assistant to the Chairman Also: William Kraabel, Architect, to present his proposal for alterations to Franklin Institute. John S. Sabatino, Architect, and his associates to discuss with the Committee proposals for the renovation of 709 N. Franklin Street. Representatives of the firm of Ewing Cole Erdman Risbie Cherry Parsky to present their plan for the final renovation phase to the first floor of the Bourse Building. Mr. and Mrs. Ernest, owners of 7402 Germantown Avenue, to present their request for a plaque to the Committee. SUBMISSIONS Franklin Institute, William Kraabel, Architect. The architect's proposal to convert an existing window into a door on the rear elevation of this building was reviewed and approval is recommended. 709 N. Franklin Street, John S. Sabatino, Architect. The Committee discussed with Mr. Sabatino the feasibility of retaining the existing brick front of this building and repairing it with an epoxy. If necessary, the existing front could be removed, stored and patched to enable brickwork. All exterior trim should be duplicated in cast stone, limestone or fiberglass and replaced. Finally, it was agreed that aluminum window sash could be installed provided that the existing openings remain unchanged. It was suggested that Mr. Sabatino contact John Lloyd, architect for the renovation of the Dance Academy, for information on the restoration of brownstone and for names of contractors. Bourse Building, Ewing Cole Erdman Risbie Cherry Parsky. The Committee recommends that the final phase of this first floor renovation be approved. 712 Locust Street and 24-26-28 South Seventh Street, (preliminary proposal), The Saksadelbach Bruin Partnership. The Committee recommends that the Commission accept the concept of this restoration proposal and require for review a set of final working drawings. A building permit will not be issued until these are approved. 326 Queen Street, Nic James Chimes, Architect. The architect's request to clear a previously approved plan was reviewed. The Committee recommends that the Commission approve the construction of a fire tower on the rear facade of this school building. Fire Museum, Second and Quarry Streets, Eshheimer & Weitz, Architects. The Committee recommends the approval of this project. 240 Catharine Street, Baker Rothschild Horn Blyth, Architects. The Committee found the front elevation to be unacceptable. If a new front wall must be constructed because of a structural deficiency in the existing one, all openings should be placed in their original positions; lintels must be raised or replaced. Finally, the Committee asked that the architect resubmit the arrangement of door and shutter panels and that he submit profiles of the moldings. 319 Pine Street, Sheikloeslami-Ranking Partnership. The architects proposal for the introduction of several new windows in the gable wall of this building was reviewed by the Committee. Approval is recommended. It was noted that the new windows should match those on the front elevation in detailed in proportion. It is also recommended that flush siding (tongued and grooved) be used on the new dormer windows. DEMOLITIONS 460-03 Fishers Lane. The Committee considered the request of the Friends Hospital for permission to demolish these two structures. It is recommended that the Board consider delaying demolition for six months as allowed by City Ordinance and that the Frankford Historical Society be notified of the impending demolition. PROBLEMS 112 Kensington Street. The Committee recommends that the Board require the owner to remove aluminum siding over the original wood windows, installed illegally, and restore both to their original condition. 707 Walnut Street. Mr. Barkley inspected the new chimney installed on this building, without the proper permits, and found it to be adaptable. Approval of the building permit application is recommended. 335 South Twenty-First Street. The Committee considered the request of the owner for Commission support in allowing the retention of the existing interior doors in place of Glass "G" doors as required by the Philadelphia Fire Code. The Committee agreed that the Glass "G" doors should be installed but that they could be faced either side with the original wood panels. The owners of this historically certified building appeared before the Committee to request the issuance of a plaque for their house situate at 7402 Germantown Avenue. Although the Committee agreed that the building might be eligible for a "Living" plaque, it would not merit a plaque signifying a complete and accurate restoration. After a period of discussion, the Committee unanimously agreed to recommend that the Board not issue the plaque until the building has been restored. 210 Spruce Street. The Committee recommends that the Board deny this request. #3 Bells Court. Approval is recommended. 2011 Delancey Street. It is suggested that the owner restore the building in accordance with the insurance survey on file in the Commission office. 3700 Locust Street. Dr. Tyler reported that the building appeared to be in good condition and could merit a plaque as soon as the plywood over the first floor windows is removed. SPECIAL ISSUES No-Sash Replacement Windows. The question concerning the issuance of a plaque to a historically certified building with No-Sash replacement windows was brought before the Committee for discussion. It was the consensus of the Committee that if the correct replacement windows were installed, (Proper moldings, and number of lights) and all other restoration requirements were met, the building would be eligible for a plaque.
