September 1, 1960 REPORT ON MEETING OF THE ARCHITECTURAL COMMITTEE, AUGUST 30, 1960 Present were: Mr. George K. Trautwein, Chairman Mr. Charles E. Peterson Also present: Mr. John F. Fourth Street Mr. Sespinoski, Builder Dr. Margaret B. Tinkcom, Historial Mrs. Charles J. Maurer The Meeting came to order at 3;30 P. M. 1008-1020 Spruce Street The Chairman introduced Mr. Hollander, who is interested in in re- developing the now vacant Jefferson Hospital Nurses' Home as an apartment complex, using the seven houses on Spruce Street, one of which is not cer- tified, and the eight story fireproof building on Cypress Street. This is not a certified building. Mr. Hollander plans an arched entranceway to a courtyard, using the arch in the facade of 1014 Spruce, said to be the work of the late Frank Furness. It will be the only change to this building. It was suggested that a doorway, once part of the fabric of a building on the southwest corner of Eighth and Spruce, be purchased as an entrance to the eight story building. The project will be done in three stages, the three eastermost buildings, 1008, 1008 and 1012; the second group being 1014 and the fireproof building; the westermost buildings, 1016, 1018 and 1020. The complex will be complet- ly operated by electricity. The Committee approved the work in general on the basis of plans as they were presented by Messrs. Seltzer and Hollander. 511 Cypress Street Mr. Lloyd asked what the Committee recommends, reporting that Mr. Stern, representing the owners, is embarrassed at the fact that too much work has been done without a building permit or the approval of the Redevelopment Authority or this Commission. It was recommended that the building not be uncertified, but that the owner be asked to remove the penteave and the frontispiece, that the three over six windows be replaced; that the first floor winder and front steps be restudied. It was further recommended that the owner obtain an architectural drawing to show what restoration is to be done, to the correct period of the house. He offered to meet the builder the next day and give his opinion from the evidence uncovered. The builder agreed to remove all the tin from the bulk window and upper windows. The Chairman drew the owners' attention to the insurance survey, which states there had been a frontispiece. Evidence was produces to show how this must have looked and Mr. and Mrs. Span agreed to restore this. A copy of a photograph of 236 Spruce Street, the Wharton House, will be made for the architect, to be incorporated in the third submission. 228 Spruce Street The submitted drawings were approved and it was recommended that the architect be asked to show evidence for the cove penteave in relation to the "lookout" at the second story level. 434 Spruce Street This is not a certified building. It was recommended that the owner be told that the Commission cannot comment on it. 27 Christian Street Mr. Peterson offered to meet with the owner at the property and advise him what should be done to preserve or restore it. Delaware Expressway It was recommended that the draft of a letter addressed to the State Highway Commission and a short report, prepared by Dr. Tinkcom, be combined in a letter to be signed by the Chairman of the Architectural Committee as an expression of its opinion abut about the Expressway route. Copies of this letter are to be sent to Phila., the Mayor, the Old Philadelphia Development Corporation, the Redevelopment Authority, City Planning Commission, Colonial Philadelphia Historical Society and others.
