MINUTES OF THE 154th STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 23 February 1971 Present: Mr. Charles R. Tyson, Chairman The Hon. John B. Kelly, Jr., Councilman-at-Large Mr. Henry J. Maurer, Secretary Mr. John Taxin sent his regrets that he would be out of town THE MINUTES of the Meeting held 26 January 1971 were approved as circulated. REPORTS Staff Recommendations for Certification of Buildings, Dr. Tinkcom, Historian S. 41st Street, Hamilton Terrace between Woodland & Baltimore Avenues 2615 Chestnut Street, Indigent Widows & Singlewomen's Home Horse watering troughs at 9th & Clinton; 3d & Bainbridge; and on the south side of Washington Square, opposite Hopkinson House 15th & Walnut Street, the NE corner, formerly the Drexel Building These recommendations were unanimously approved. The 2100 block of Spring Street, recommended to the Commission's attention by Mr. Alvin Holm, AIA Preservation Committee. It was agreed to defer action on this pending further study. The Report was approved and directed to be filed with the official Minutes. The Architectural Committee, held 16 February, Mr. John F. Lloyd, Chairman The Secretary read the report which was approved and directed to be filed. The Commission's Activities, Dr. Margaret B. Tinkcom, Historian. This Report was approved and directed to be filed as above. OLD BUSINESS 4154 Ridge Avenue, Old Falls Tavern. Mr. Magaziner reported on a meeting attended by Messrs Crawford, Willgruber, Childs and himself, together with Mrs. Eastburn and Miss Eastburn. It was agreed that the Colonial and the Federal portions of the building, shorn of later additions, could be restored and the entrance re-orientated to face the river. The Commission approved Mr. Magaziner's report and resolved to leave the matter in his hands with power to act. The Historical Commission is to seek Mr. Kranzel's advice as to the appropriateness of Mr. Magaziner's professional interest in this matter. This was approved. The Delaware Expressway Cover. It was resolved that letters of thanks for their help in accomplishing approved and partial Federal financing of this project be sent to the Senators and Secretary Volpe to whom appeal for action had been sent. Mr. Magaziner, at the request of the Chairman, reported on a meeting with the president of the Club, the Chairman of the Historical Commission, its Vice Chairman and Mr. Magaziner. It was reported that the Club is willing to consider selling the rear wing of their building which faces Sansom Street and also to utilize the opportunity of transferring the Club's air rights to the Presbyterian Ministers' Fund or to the Parking Authority in order to make necessary repairs to the remain- ing part of this certified building. NEW BUSINESS The Harry A. Batten Memorial Fund. It was approved that the Secretary obtain the signature of the Acting City Treasurer, Mr. James L. Ferguson as alternate signer of checks authorized to be drawn on this fund. Civil War era Railroad Station at Broad and Washington Avenue - demolished. The Historian reported that no permit for the demolition of this certified building has been found by the Department of Licenses and Inspections in its search going back to 1967. It was suggested that a letter be sent to Mr. Damon Childs, Executive Director of the City Planning Commission, asking if any legal penalty exists for this action. It was approved that such a letter be sent. 508-10 Walnut Street. The Chairman spoke of urgency for action to preserve one marble mantelpiece, Egyptian revival, designed by Theophilus Chandler c. 1890. It was agreed that Dr. S.K.Stevens, Director of the Historical and Museum Commission be asked to inventory this for future use Date of the next Stated Meeting. The Chairman reported that he would be unable to attend it; the Vice Chairman also will be unable to attend. It was agreed to cancel the March Stated Meeting unless an emergency arises, in which case the meeting would be scheduled at the call of the Chair.
