MINUTES OF THE EIGHTY-FOURTH STATED MEETING OF THE PHILADELPHIA HISTORICAL COMMISSION 28 July, 1964 EXECUTIVE SESSION Present were: Mr. Harry A. Batten Mr. James L. Tinkcom, Historian Mrs. Charles J. Maurer, Executive Assistant to the Chairman Miss Constance F. Smith, Clerk II. Mr. George K. Trautwein and Councilman Mary A. Architectural Committee, Mr. George K. Trautwein, Chairman This report was approved as read The Commission's Activities, Dr. Margaret B. Tinkcom, Historian Action connected with Dr. Tinkcom's report involved the resolution that a letter be written to the Department of Licenses and Inspections, asking Mr. Lindsay's Division to be alert for a request to demolish the birthplace of Dr. Benjamin Rush. It was also resolved that an appraisal of the property be obtained. Mr. Ferguson agreed to make arrangements for this figure. The matter is to be carried over until the September Stated Meeting. Dr. Tinkcom's report was approved. All the reports are to be filed with the official copies of the Minutes. OLD BUSINESS Nagle House, 4518 Germantown Avenue. Dr. Tinkcom reported receipt of a letter from the attorney for the Crease Estate and her long conversation with Mrs. Crease earlier in the day. On Motion from Mr. Batten, the request for a demolition permit was refused; the motion was seconded by Dr. Nichols and was so ordered. A general discussion followed. [HANDWRITTEN NOTES: 1. Arrangements were to have been made for a meeting with Messrs. Amsterdam, Lammer, Rafsky and Simon. Nothing has since been heard from Mr. Lammer.

Day, being unavoidably absent, the matter of un- answered correspondence with Department of Streets was carried over to a later meeting. Seventh and Market Streets, the Jefferson Memorial Letters from Senator Clark, Judge Lewis and Senator Scott's office were read. These are replies to letters arising from Councilman Varallo's report on Senate Bill 605 and its amendment, presented at the last meeting. It was resolved that the Historical Commission can take no further action at this time. 6100 Germantown Avenue A reply from the Art Commission's Executive Secretary to the Historical Commission's letter to Mr. Larson, protesting this sign as inappropriate in view of its proximity to historic buildings was read. It was resolved that no further action be taken. The Hebrew YM & YWHA, Broad and Pine Streets. It was resolved that the reply from City Planning Commission's Assistant Executive Director to this Commission's letter of inquiry about YM & YWHA expansion plans be acknowledged and that a copy of the correspondence be sent to the committee of owners of the Pine Street houses. This was so ordered. NEW BUSINESS Insurance Surveys, indices of surveys and the enormous number of these which have been copied by Mrs. Kirkbride. As a result of Dr. Tinkcom's Report, it was resolved that Mrs. Kirkbride's work be appropriately noted; her diligence and interest commended and made a matter of record. The motion was made by Mr. Williams, seconded by Dr. Nichols. Correspondence. It was recommended by Mr. Williams that Mrs. Maurer be authorized to handle correspondence arising from architectural matters as was done in 1963. This was approved. The next Stated Meeting. It was resolved that this be held at the call of the Chair. It was further resolved that either Mr. Batten or Dr. Nichols be authorized to sign bills for the research staff in the absence of the Chairman. There being no further business, the Meeting was adjourned at 4:30 P. M. Respectfully submitted &c....
