MINUTES OF THE HISTORIC VALUES COMMITTEE September 30, 1969 Present: Dr. Roy Franklin Nichols, Chairman and Dr. Margaret B. Tinkcom, Historian I. It is the considered opinion of this committee that the Historical Commission will be concentrating in the future more on the discovery and preservation of historically interesting areas rather than on the discovery and certification of single important historical structures. (The majority of Philadelphia's buildings that are in themselves architecturally or historically significant have been certified and are, consequently, as safe as the Historical Commission can make them.) However, present streets of small homes exist in many areas of the city - many of these like St. Albans Place and St. James blocks, herewith presented for certification, date from the era of the Centennial and are, therefore, of present concern to the city and the BiCentennial Corporation. Rowan Street and St. Paul Street - the 1600 block of both - offer an interesting example of the value of this kind of certification. Three home owners in this area using federal rehabilitation grants of $3000-6000 each have recently rehabilitated their houses in accordance with Philadelphia Historical Commission requirements and Redevelopment Authority standards. As a result, the Commission and the Redevelopment Authority jointly presented a certificate of award to each owner at a ceremony on September 22, 1969. It is the hope that other owners will follow suit and that a particularly attractive area will be preserved for use by twentieth-century families of low income. II. In July the Commission was asked to support the BiCentennial Corporation in its proposals to the President's Committee. A resolution was, therefore, drawn up and dispatched in the name of the Commission on July 18. III. The Committee recommends that the Historical Commission give sympathetic consideration to the attached proposal from Miss Barbara Liggett. The Committee proposes that the sum of $200.00 drawn from unencumbered funds in class 200 be made available to Miss Liggett for the furthering of her cataloging and re- constructing of artifacts uncovered at the dig at Stenton during the past summer.
